rather passive land use, Planning Division staff believes that the does <br />INTERIM USE <br />54 <br />not constitute an excessive burden on streets, parks, or other facilities. <br />55 <br />c. <br />The proposed use will not be injurious to the surrounding neighborhood or otherwise <br />56 <br />harm the public health, safety, and general welfare. Land uses which are permitted in <br />57 <br />a particular zoning district are designated as such because their normal operation is <br />58 <br />not expected to compromise the public health, safety, and general welfare of the <br />59 <br />community. As noted above, the proposed outdoor storage of motor vehicles is <br />60 <br />practically equivalent to a permitted motor vehicle dealership in that location—except <br />61 <br />that vehicles are not being sold at that location. Moreover, surrounding land uses <br />62 <br />within the same RB District include a couple of motor vehicle dealerships, a <br />63 <br />commercial vehicle repair facility, and a consumer tire store/vehicle repair shop; the <br />64 <br />adjacent Office/Business Park District includes a commercial bakery and multi-tenant <br />65 <br />office and warehouse properties; and the Industrial District west of the property is <br />66 <br />home to Magellan Pipeline’s “tank farm” storage facility. Planning Division staff <br />67 <br />believes that the proposed will not be injurious to the surrounding <br />INTERIM USE <br />68 <br />neighborhood or otherwise harm the public health, safety, and general welfare. <br />69 <br />5.4Roseville’s zoning code only allows outdoor storage as a conditional use on industrially- <br />70 <br />zoned properties and has a series of requirements which must be met to ensure that <br />71 <br />whatever is stored outdoors is adequately screened and won’t have adverse physical <br />72 <br />effects (e.g., erosion of materials, storm water problems, etc.) on adjacent properties. Of <br />73 <br />these use-specific requirements, two of them seem applicable to the proposed <br />INTERIM <br />74 <br />: <br />USE <br />75 <br />a. <br />Areas of outdoor activity or storage shall not be located between the principal use <br />76 <br />and the primary public street. The site plan included with this report as Attachment D <br />77 <br />indicates the area in front of the building that may not be used for the outdoor <br />78 <br />storage. <br />79 <br />b. <br />Areas of outdoor activity or storage shall be screened by a solid opaque wall or fence <br />80 <br />at least 8 feet in height. Since the outdoor storage would comprise mostly passenger <br />81 <br />vehicles and not large trucks or heavy equipment, Planning Division staff would not <br />82 <br />recommend a fence taller than the 8-foot minimum required height. <br />83 <br />5.5From aerial imagery of the property, pavement adjacent to the west end of 2755 Long <br />84 <br />Lake Road appears to have been used as an expansion of the former motor vehicle dealer, <br />85 <br />although Ramsey County data indicate that the property is owned by Northern States <br />86 <br />Power Company (NSP). Since NSP has not been part of the application thus far, <br />87 <br />Roseville cannot confer approval of the proposed within that parcel. <br />INTERIM USE <br />88 <br />MidAmerica Auctions is aware of this. If, however, NSP indicates its support of the <br />89 <br /> on its property before final approval of this application is granted by the <br />INTERIM USE <br />90 <br />City Council, Planning Division staff believes that the area may be used for outdoor <br />91 <br />storage of motor vehicles without creating any additional impacts. <br />92 <br />6.0PC <br />UBLICOMMENT <br />93 <br />6.1As of the time this report was prepared, Planning Division staff has received one email <br />94 <br />from a neighboring property owner; this public comment is included with this staff report <br />95 <br />as Attachment E. <br />96 <br />6.2The duly noticed public hearing for this application was held by the Planning <br />97 <br />Commission on August 1, 2012; draft minutes of the Commission’s discussion about this <br />98 <br />PF12-010_RCA_082712 <br />Page 3 of 4 <br /> <br />
