533 Member DeBenedet provided, a bench handout, attached hereto and made a part <br />534 hereof, entitled "Resolution for Complete Streets Policy for the City of Roseville, <br />535 MN." Member DeBenedet apologized for not getting it to the PWETC for their <br />536 review prior to tonight's meeting; and for sending it in PDF format to staff, rather <br />537 than as a Word document to allow changes. <br />538 Recess <br />539 Chair Vanderwall briefly recessed the meeting at approximately 8:07 p.m. for member <br />540 review of the handout, and reconvened at approximately 8:10 p.m. <br />541 <br />542 Ms. Bloom noted the staff report providing discussions to -date and links to <br />543 various policies for PWETC review; with the proposed draft Policy developed by <br />544 staff (Attachment A) staff based on one recently completed for the City of Falcon <br />545 Heights. Ms. Bloom advised that she would defer to Member DeBenedet to <br />546 address his suggestions and submitted policy. <br />547 <br />548 Member DeBenedet summarized his policy, based on an earlier presentation to <br />549 the PWETC and City Council by Green Step Minnesota, noting that the City had <br />550 already accomplished a number of requirW steps in adopting a Complete Streets <br />551 Policy, and resulting in d elopment of his draft Policy. Member De nedet <br />552 advised that he detailed those steps already taken and well documents from other <br />553 various documents already in place and tying to such a Policy. Member <br />554 DeBenedet noted that all components be initially considered, including finance <br />555 and revenue components for initial construction and /or reconstruction. <br />556 <br />557 Chair Vanderwall noted that the Comprehensive Plan had been adopted in 2010, <br />558 and asked that the date be incorporated into Member DeBenedet's policy. <br />559 IqIIIk Ism <br />566 Chair Vanderwall questioned whether "federal" should be included as another <br />567 jurisdiction in Member DeBenedet's new paragraph. <br />568 IWO <br />569 Member Stenlund concurred, noting that federal jurisdiction would address the <br />570 railroad and gas utilities. <br />571 <br />572 While sometimes crossing gas lines, Ms. Bloom questioned if it had ever <br />573 impacted plans. <br />574 <br />575 Member Stenlund opined that a missing component was "green corridor <br />576 connections;" since the gas utility corridor forced green corridors, he felt it was <br />577 part of the Complete Streets program; and a wildlife corridor needed to be <br />578 maintained to avoid increased traffic issues with animals from a safety and traffic <br />Page 13 of 16 <br />
