General Ordinances for Adoption <br /> 10. Presentations <br /> a. Ramsey-Washington Metro Watershed District(R-WMWD) Presentation <br /> City Engineer Debra Bloom introduced Ramsey-Washington Metro Watershed <br /> District Administrator Clifton J. Aichinger. The R-WMWD recently absorbed <br /> the former Grass Lakes Water Management Organization (GLWMO) into its <br /> geographical and special taxing district,upon dissolution of the GLWMO. <br /> Mr. Aichinger noted that current R-WMWD Board Members were: Roger Lake <br /> from White Bear Lake; Paul Ellefson and Jack Frost from Maplewood; Bob <br /> Johnson from St. Paul; and Pam Skinner from Oakdale. <br /> Mr. Aichinger provided a district overview and background of the R-WMWD <br /> and its current fourteen (14) member staff'; reviewed the new geographical <br /> boundaries of the R-WMWD, with the addition of the former GLWMO; and <br /> drainage areas encompassed by the District. Mr. Aichinger noted the R- <br /> WMWD's formation in 1975, originally to address major flooding and erosion <br /> problem in Battle Creek; and now including fifty-six (56) square miles in part or <br /> all of ten (10) member cities. Mr. Aichinger noted that the District's ten-year <br /> plans continued to identify major issues and concerns of the District's residents <br /> and member communities. <br /> Mr. Aichinger noted the process being followed to incorporate the GLWMO ar- <br /> ea in the legal boundary of the District, and referencing that incorporation in or- <br /> der to make funds available for cost-share work; and previous work of the <br /> GLWMO Board in approval by the MPCA for watershed protection and restora- <br /> tion plans for area lakes, as well as a TMD for Bennett Lake. Mr. Aichinger <br /> advised that the District's work plan had been modified with the MPCA to in- <br /> corporate that proposed work. <br /> Mr. Aichinger reviewed the vision and core principles of the R-WMWD; with <br /> the plans referencing capital needs to address water quality and flood control ef- <br /> forts throughout the area. Mr. Aichinger reviewed goals of the R-WMWD in <br /> more detail to address major issues and concerns; and district activities and pro- <br /> gram areas in response to those issues and concerns. <br />
