I.ExecutiveSummary <br />Thisreportprovidesbackgroundinformationonpolicyoptionsusedbysuburbancitiesinthe <br />Minneapolis/St.Paulmetropolitanareatoaddressissuesofnoncompliancewithcityproperty <br />maintenancecodeandgeographicallyconcentratedcriminalactivity.Itfocusesprimarilyonrental <br />licensingprogramsasapolicyresponseandanalyzestheexperiencesofcitieswithuniversaland <br />targetedrentallicensingprograms.Thisstudyincludesaliteraturereviewandasummaryofthe <br />interviewsconductedwithsurroundingcitiesandwithRosevilleInspectionsDepartmentstaff. <br />Informationcollectedfromthisresearchyieldedthefollowingrecommendations: <br />TheCityofRosevilleshouldconsiderimplementingatargetedrentallicensingprogram. <br />o <br />Toaddressstaffingconcernsduetoanexpectedincreaseininspections,asystemof <br />thirdpartyinspectionsshouldbeused. <br />Inordertoseeimprovementsinpropertymaintenanceandotherhealthandsafety <br />o <br />issuesinmultifamilyhousing,Rosevilleshouldconsiderthefollowingchangestoitscity <br />code: <br />Adjustingtheoccupancystandardsbyrequiringrentalpropertyownersto <br />maintainanoccupancyregisterwiththenamesofallpersonslegallyallowedto <br />occupyaunit; <br />Addingastipulationregardingsafefoodstoragepractices; <br />Adjustingtheinfestationstipulationofthepropertymaintenancecodeto <br />specifyprofessionaltreatmentofinfestations; <br />Adjustingtherepairstipulationsbyrequiringahigherqualityofrepairor <br />standardforreplacementofbuildingmaterialsasneededand <br />Coordinatewithothercitystaff,neighbors,socialworkers,andothersto <br />tenant. <br />identifyviolationsandthenfilecomplaintsonbehalfofa <br />Todissipatetheconcentrationofcriminalactivityincertainbuildings,Rosevilleshould <br />o <br />requirerentalpropertyownerstoincludeacrimefreeaddendumtotheirleasesand <br />encouragelandlordparticipationincrimefreemultifamilyhousingtrainings. <br />Tosupportrentalpropertyowners,theCityshouldconsiderrequiringtheirparticipation <br />o <br />inperiodicmeetingswithotherpropertyowners,inspections,police,andfirestaff. <br />Rosevilleshouldalsoprovideaneducationcomponentforbothtenantsandlandlordsto <br />o <br />explaintheirrightsandresponsibilitiesaswellasanychangestoCityordinances. <br />Thefollowingreportprovidesmoredetailedinformationonprogrammaticvariationsofrentallicensing <br />programsandhowtheseapplytow;Ýz;xsituation. <br />1 <br /> <br />
