IV.CityProfileandInterviewSummary <br />Methodology <br />ThisreportfocusesontheapplicabilityofrentallicensingprogramstotheCityofRoseville,amedium <br />sizedsuburbofSt.Paul,Minn.Assuch,inselectingcitiesforanalysis,populationandhousingstocksize, <br />andsuburbanclassificationwereconsidered.The13citiesexaminedaresimilarinsizetoRosevilleand <br />consideredsuburbancommunitiesofMinneapolisandSt.Paul.Twelvecitieshadexistingrentallicense <br />programs.TheexceptiontothisistheCityofRochester,Minn.,whichisalargerurbanizedcenter. <br />housingunits,the <br />Rochesterwasselectedforexaminationbecauseinadditiontolicensingrental <br />programrequireslandlordstobelicensedaswell.Stafffromcitydepartmentsadministeringrental <br />licenseprogramswascontactedviaemailtoprovidebackgroundinformationandscheduleatelephone <br />interview.Theinterviewquestionsusedwerebasedonapreviousstudyofrentallicensingprograms <br />conductedbytheCityofMilwaukeein2003andcanbefoundinAppendixAofthisreport.Interviewees <br />wereaskedaboutmotivationsforstartingarentallicensingprogram,detailsonfeesandinspections,as <br />wellasadministrativeandotherchallenges.Atablesummarizingprogrammaticdetailsforeachcitycan <br />befoundinAppendixB. <br />ProfileandInterviewSummary <br />Ofthecitiesthatwereexaminedforthisproject,twocitieshadrentallicensingprogramsoperationalfor <br />morethan40years.Rochesterhadtheoldestoperationalrentallicensingprogram,establishedin1967. <br />all13citieshavecitywide <br />Sevencitieshaveprogramsthatwerestartedwithinthelasttenyears.While <br />licenseprograms,thereisvariationamongcitiesregardingwhattypesofrentalunitsrequirelicensing. <br />LicenseTypes <br />Citiesthatoffervaryinglicensetypestypicallydosobecausetheyhavedifferentinspection <br />requirementsforsmallerbuildingsandsinglefamilyhomesanditallowsthemtoclassifypropertiesin <br />needofmorefrequentinspections.BrooklynCenterandShoreviewlicenseallresidentialrentalunits <br />buildingswithfewerthanfourunits.Fiveofthecities <br />butprovidedifferenttypesoflicensesfor <br />interviewedalsouseprovisionallicenses,whichofferasortofprobationaryperiod,typicallysixmonths. <br />Aprovisionallicenseisgiventoapropertyownerwhohasmultipleegregiousviolationsthatremain <br />cases,aprovisionallicenseisthestepbefore <br />unrepaireddespiterepairordersfromthecity.Inmany <br />suspensionorrevocationofalicense.Whileholdingaprovisionallicense,apropertyownerissubjectto <br />morefrequentinspectionsandhigherpenaltyfeesfornoncompliancewithcitycode.Additionally, <br />codeviolationssincethelast <br />BrooklynCenteroffersfourdifferentlicensetypesbasedonthenumberof <br />initialinspectionandontheaveragenumberofpolicecallsperunitinamultifamilybuilding. <br />10 <br /> <br />
