VI.PolicyGoalsandConclusions <br />Whenaskedabouttheperceivedneedforarentallicensingprogram,thecitiesthatparticipatedinthis <br />studyidentifiedtwomainmotivatorsfordevelopingthistypeofordinance.Thefirstistoprotectthe <br />istopreserveorimprovethequalityofthe <br />healthandsafetyoftenantsandresidents.Thesecond <br />housingstockandpropertyvalues.Asprevioussectionsofthisreporthaveshown,however,thereare <br />manyvariationsintheprogrammingandadministrationofrentallicensingprograms.Additionally,there <br />arecitiesthatachievethesegoalswithoutthem.Each-z·äxcharacteristicsandcircumstancesare <br />unique,anditisthesevariablesthatultimatelyshapethepolicysolutionsavailabletothem. <br />RentalLicensing <br />Figure1belowreflectstheeffectivenessofeachtypeofpolicy(norentallicensing,universallicensing, <br />andtargetedlicensing)forfivepolicyobjectivesbasedontheresponsesfromtheinterviewsthatwere <br />conducted.Ascaleofonethroughthreeisusedherewithonebeingthelowestscore(leastfavorable) <br />andthreebeingthehighest(mostfavorable).Apolicyofcodeenforcementwithnorentallicensing <br />componentscoredhighintermsofstructural/fiscalfeasibilityandpoliticalfeasibilitybecausethisdoes <br />requireadditionalinspectionsstaffanddoesnotchangetherelationshipbetweenrental <br />notnecessarily <br />propertyownersandtheCity.Thistypeofpolicy,however,scoreslowintermsofimprovingthequality <br />ofthehousingstock,tenanthealthandsafety,andcompliancewithpropertymaintenancecodes.This <br />resultsofthisstudyandbasedonthefeedbackfromRosevillestaff.It <br />policywasscoredaccordingtothe <br />shouldbenotedthatthismaynotbethecaseforallcities.Apolicyofuniversalrentallicensingscored <br />thesameasthenorentallicensepolicy.Auniversaltypepolicyisanticipatedtobelessfeasiblebecause <br />oftheexpressedchallengesthatcitiesencounteredinattemptingtoimplementit,thoughthestructural <br />andfiscalfeasibilitycouldbeimprovedthroughtheuseofthirdpartyinspections.Targetedrental <br />licensepoliciesscorehigherthanthetwoothertypesofpoliciesduetotheimprovedfeasibility. <br />programs,targetedprogramsmitigateconcernsrentalpropertyownersmay <br />Comparedtouniversal <br />haveabouttheunfairnessofimposingfeesandinspectionrequirementsongoodlandlordsbyfocusing <br />thefrequencyofinspectionsandfeesonrentalpropertyownersthathavepersistentproblems. <br />Figure1. <br />NoRLUniversalTargeted <br />ImprovedQualityofRentalHousing122 <br />Structural/FiscalFeasibility312 <br />PoliticalFeasibility312 <br />ImprovedTenantHealthandSafety122 <br />ImprovedCompliancewithPM <br />Code133 <br />9911 <br />21 <br /> <br />
