When a group offers programming th at 1 clearly ..... intended to address a civil or <br />human rights concern (in their own view), the Program Planning Committee may promote the <br />event by notifying City residents of the event. <br />Promoting an event does not imply that the Human Rights Commission or the its <br />Program Planning Committee supports the group's interpretation of the issue, nor that the <br />Commission or Committee is sponsoring the presentation. The purpose of promoting programs <br />or events is not to take a position, but to notify the public of educational opportunities pertaining <br />to human rights or civic engagement issues in the community. The Its promotion of a program is <br />dependent upon the Committee being notified in a timely manner of the poYam. Because such <br />programs are neither supported nor sponsored by the Commission, it is not incumbent upon the <br />Committee to locate alternative programs on the same issues. Promotional advertisements will <br />include the following disclaimer: "Notification of this event is brought to you by the Roseville <br />Human Rights Commission solely for the purpose of civic engagement. The, though th° <br />....... ..... Y..... <br />Commission neither endorses nor disputes this presentation." <br />
