September 19, 2012 <br />Item 7.a <br />New Business <br />This was accomplished without loss of life to officers, negotiators, and the public. The individual was <br />taken into custody without further incident. <br />This review revealed that the individual in question suffers from various forms of mental illness, and this <br />made the situation even more dangerous because of the unpredictable nature of subjects that are mentally <br />ill. <br />Roseville Police Officers are trained to respond to individuals that are mentally ill, and following any <br />major incident, the police department reviews their response looking for ways to improve how future <br />incidents are handled. <br />Prior to this incident the Roseville Police Department under the capable leadership of Chief Rick <br />Mathwig had already been reviewing various crisis and mental health continuing education classes, and <br />have recently taken a class called, Managing Mental Health Crisis. This training was attended by all <br />sworn police personnel as well as most civilian staff. This training consisted of a lecture from a mental <br />health professional, listening to someone who suffers from chronic mental health issues, and role playing <br />scenarios. The learning objectives were as follows: <br />- Understanding of major and severe forms of mental illness <br />- Develop a practical assessment plan in dealing with mental illness <br />- Learn specific intervention techniques for managing a person in crisis <br />In conclusion, the incident on February 6, 2012 was unfortunate, however when dealing with any <br />individual that is unlawfully in possession of any weapon, Law Enforcement Officers primary objective <br />is to, protect themselves, protect the public, and apprehend the subj ect safely without loss of life. <br />I am satisfied that in this case protocol was followed and all primary objectives were achieved, and that <br />no human rights violations occurred. <br />City Manager Bill Malinen provided the neighbors a detailed response in a timely manner with a written <br />response dated July 13, 2012. <br />I have further found that the city government services have been responsive, accessible, and <br />understandable. <br />I will move the Commission to receive and accept these findings and that no further official involvement <br />by the Roseville Human Rights Commission is recommended in this incident. <br />End of Report <br />COMMISSIONER DAVID A.
