Regular City Council Meeting <br />DRAFT Minutes of Monday, June 18, 2007 <br />Page 30 <br />] the Ci�y take the more conservative approach with it not being appli- <br />2 cable. <br />3 <br />4 Additional discussion included potential litigation from this developer <br />5 and whether they were agreeable to correspond timing of their appli- <br />6 cation with completion of the AUAR update; with no commitment <br />7 from the applicant to agree to such provisions, essentially solving the <br />S above-referenced issues. <br />9 <br />10 Further discussion included contamination of the overall redevelop- <br />11 ment area, and lack of information on the degree of potential contami- <br />12 nation on this siie; need for applicant to comply with proto-typical de- <br />13 signs for the hotel and restaurant users proposed �or the site, and <br />14 staf� s general and overall acceptance of design issues with minor re- <br />15 vision; with previous discussions on staffl s preference for massing <br />16 buildings on C1eveland Avenue and xeducing density toward Langton <br />17 Lake as advocated in the Twin Lakes Master Plan. <br />18 <br />19 Councilmember Ihlan expressed frustration that an open call for infer- <br />20 ested master developers could not be pursued to avoid piecemeal de- <br />21 velopment a�the area and provide community-based planning. <br />22 <br />23 Mr. Stark shared Councilmember Ihlan's frustrations with single sit� <br />24 development in a master plan area; and recognized that the applicant <br />25 shared that frustration as well. However, Mr_ Stark reiterated staff's <br />26 analysis and recornmendation that, with enough negatives and un- <br />27 knowns with this application as pxesented, they were recommending <br />28 denial. <br />29 <br />34 Jahn Livingston, Hotel/Restaurant Applicant, 270Q Cleveland <br />31 Avenue <br />32 Mr. Livingston read a prepared statement (no copy available}, and a <br />33 "Narrative in Support of the Rezoning and Concept Planned Unit De- <br />34 velopment Application," prepared by the applicant, Cen� Venture Inc. <br />35 and AmWest Development LLC wi�h Mr. Livingston as the contact <br />36 for property located at 2700 Cleveland Avenue, and dated April 2007 <br />37 and prepared by Midwest Planning & Design LLC, was included as <br />38 part of ihe staff report dated June 1 S, 2007. <br />39 <br />
