Regular City Council Meeting <br />DRAFT Minutes of Monday, 3une � 8, 2a07 <br />Page 41 <br />1 City Engineer Debra Bloom reviewed the request of the owner of <br />2 Gold Eagle at 1233 Larpenteur Avenue for a building permit for an <br />3 addition to their existing building, which was constructed in 1961. <br />4 <br />5 <br />6 <br />7 <br />S <br />9 <br />10 <br />11 <br />Ms. Bloom briefly outlined the staff analysis deta.iled in the staff re- <br />port dated June 1 S, 2047, including policy considerations; City Attor-- <br />ney consultation with staff; history of the Gottfried Pit subwatershed, <br />owned and operated by Ramsey County; staff monitoring of the berm <br />and pit as applicable with signif cant rainfall events; and ideniification <br />of the site as a problem area in the 2Q06 storm water report. <br />12 Ms. Bloom further reviewed City Code, Section 1016:26B2 as it re- <br />13 lated to three policies add�essed in the C�ty's Comprehensive Surface <br />14 Water Management Plan developed in 1990 and updated in 2003, as <br />15 they relate to buildings in subwatersheds, and addressing freeboard <br />1 C requirements; freeboard requirements for landlocked a.reas; and a vul- <br />17 nerable area emergency response p1an. <br />18 <br />].9 Ms. Bloom reviewed and supported the City Council directing staff to <br />20 develop a vulnerable area emergency response plan in order to issue a <br />21 building permit at 1233 Larpenteur Avenue; with the owner indemni- <br />22 fying the City from any damages to his property due to flooding in <br />23 tl�is subwatershed. Ms. Bloom noted applicable plan conditions, siill <br />24 to be drafted, including: <br />25 • SCADA to include property owner phone number to alert when <br />26 eleva�ion reaches 908; <br />27 <br />28 <br />29 <br />30 <br />31 <br />• Addition to be at 913.6 (2' above 2003 storm); <br />• P1an recorded and filed against property (curren� and future own- <br />ers}; and <br />• Indemnification language <br />32 Ms. Bloom and Councilmembers continued discussion of the elements <br />33 of the plan; and engineering so�utions and installation by the applicant <br />34 of an underground chamber as part of the construction to further re- <br />35 duce their rate. <br />36 <br />37 <br />38 <br />Applicant and owner of thc property, John Ericksoo, was present <br />and concurred with staff; and expressed his support of the proposal. <br />
