1 <br />2 <br />3 <br />City Council Study Session <br />Monday, July 16, 2007 <br />Page IS <br />be made at tonight's meeting, simply a p:resentation by staff and dis- <br />cussion for possible future action. <br />4 Public Works Director Duane Schwartz and City Engineer Debra <br />5 Bloom provided their detailed recommendation, as outlined in the <br />6 staff report dated July l b, 2007, for stormwater improvements in this <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />1S <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />area. <br />Staf� s noted that the vacant 1ot was owned by the Gearge Reiling es- <br />tate; and their recommendation was to proceed with their alternatives <br />2 and 4 to consider negotiating purchasing the vacant lot identif ed as <br />806 Brenner; regarding ihe lot to connect the vacani Iot to manhole <br />#105; disconnection of catch basins # 1, 2 and 3 from Charlie Pond <br />piping and connect it to Lake Owasso piping; reconnecting the catch <br />basin/manhole north for high overflow; and making improvements to <br />the Avon low point. Staff advised that this project could be incorpo- <br />rated wi�li several other small projects to obtain better bids, with a <br />feasibiliiy report brought back to the City Council for approval and <br />authorization prior to going fio bid. <br />Staff noted that the construction was not dependent on purchase of the <br />lot, but would be an integral part a� the solution; and proposed to <br />work with property vwners on potential purchase; however, staff <br />noted that they were unaware of the interest or willingness by the <br />owners to sell the parce�. <br />27 Discussion included timing of property purchase negotiations and <br />28 construction timetables; irnpacts of water flow into Lake 4wasso <br />29 rather than Cha.rlie Pond and water quality goals; soil typ� considera- <br />3� tions (clay versus sand); sizing of pipes and incremental cost impacts; <br />31 Current pipe locations and sizes; industry-wide detenninations for <br />32 stortnwater event calculations and probabilities; cost benefits; and es- <br />33 timated costs. <br />34 <br />35 <br />3C Ms. Bloom advised that, with Council direction, it was staff's intent to <br />37 put a project together for Council approval at an estimated cost of <br />38 $102,000 yet ihis fall. <br />39 <br />
