Roseville Human Rights Commission <br />May 16, 2012 - Minutes <br />Page 2 of 8 <br />Chair Grefenberg asked for volunteers to take the lead on various issues which did not fall under a <br />specific HRC committee, such as- whether the proposed constitutional amendment to require voters <br />to show state issued identification to vote is an issue the HRC should consider. <br />Commissioner Groff agreed to take the lead on the Voter ID Constitutional Amendment, as to <br />whether the HRC should take a position on this issue and if so how that position should be <br />formulated. Commissioners Brisbois and McKenzie and Youth Commissioners Joan Dao and <br />Marie Siliciano volunteered as well to work on the issue. <br />Chair Grefenberg reminded the Commission that they had all received a letter from some Roseville <br />residents concerning issues regarding the police response to a February 6th call regarding a possible <br />suicide. He indicated that he did not believe there had been a resolution of this issue, noting that he <br />had received a phone call that morning from Mary Lou Mohn, one of the signers of the referenced <br />letter, and asked Commissioner Singleton to look into the status of the complaint from a-residents <br />and help determine what role if any the HRC should play. <br />City Manager Bill Malinen said he is reviewing the incident, and he did not know if it was so much <br />a human rights commission issue as it was a law enforcement issue. <br />In response to the Chair's question as to whether the Police Department had completed its review of <br />its response procedures as requested in the residents letter, Mr. Malinen indicated that he had <br />discussed this issue with the Department and would be reviewing their information before he <br />responded to the residents concerned with this issue. <br />Vice Chair Singleton accepted the responsibility of taking the lead on this issue and reporting back <br />to the Commission. <br />Various Other Reports <br />Ad hoc Drafting Committee on Marriage Amendment <br />• Report Recommended Action and Draft Resolution <br />Chair Grefenberg introduced this agenda item by describing the essential question now before the <br />Commission as whether marriage was a human rights issue. He indicated that as of last week an Ad <br />Hoc committee led by Commissioner Jill Brisbois had been formed to review the public testimony <br />and prepare a report to the Commission. He noted that this report, distributed to the Commission <br />and available on the back table, had come up with two possible resolutions, both of which opposed <br />the Constitutional Amendment on Marriage. The only difference was that one resolution included <br />additional language recommending in its advisory capacity that the Roseville City Council also <br />adopt a resolution in opposition to the proposed amendment. <br />[A copy of the Committee's Report with attached resolutions is hereby incorporated into these <br />minutes and attached herein.] <br />Chair Grefenberg asked if there was any additional public comment on this item now before the <br />Commission.
