City of <br /> Minnesota,USA <br /> Regular City Council Meeting <br /> Minutes <br /> City Hall Council Chambers, 2660 Civic Center Drive <br /> Monday, September 10, 2012 <br /> 1. Roll Call <br /> Mayor Roe called to order the Roseville City Council regular meeting at approximately <br /> 6:00 p.m. and welcomed everyone. (Voting and Seating Order: McGehee; Willmus; <br /> Johnson; Pust; and Roe). City Attorney Mark Gaughan was also present. <br /> Mayor Roe noted that Councilmember Johnson was unavoidably detained returning <br /> from an out-of-town trip and unable to attend tonight; and that Councilmember Pust <br /> had previously indicated she would be unavailable for tonight's meeting. <br /> 2. Approve Agenda <br /> Given the minimal number of Councilmembers available for tonight's meeting, Coun- <br /> cilmember Willmus suggested taking action only on Consent Agenda items and Busi- <br /> ness Items 12.a, b, and c; and deferring other items to a future meeting. Councilmem- <br /> ber Willmus advised that, due to a family health issue, he would need to leave the meet- <br /> ing as soon as Action Items had been resolved with a quorum present. <br /> Mayor Roe agreed to moving Action items forward on the agenda and limiting Items <br /> for tonight's agenda. However, Mayor Roe noted that the Joint Meeting with the Police <br /> Civil Service Commission would be held tonight,but the Agenda adjusted to handle ac- <br /> tion items first. <br /> Councilmember McGehee requested removal of Consent Item 7.f entitled, "Establish a <br /> Public Hearing to Authorize the Sale of$17 Million in Bonds to Finance the Comple- <br /> tion of a New Fire Station and Funding for the Park Renewal Program. <br /> McGehee moved, Willmus seconded, the agenda as amended. <br /> Roll Call <br /> Ayes: McGehee; Willmus; and Roe. <br /> Nays: None. <br /> 3. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. No one appeared to speak at this time. <br /> 4. Council Communications, Reports, Announcements and Housing and Redevelop- <br /> ment Authority (HRA) Report <br /> 5. Recognitions, Donations, Communications <br />
