Regular City Council Meeting <br /> Monday, September 17, 2012 <br /> Page 23 <br /> Further discussion included the reason for this continuing to come up with each ap- <br /> plication coming forward. <br /> Councilmember McGehee opined that there appeared to be a general consensus to <br /> retain the limited off-sale licenses; and that the market place should determine sales. <br /> Councilmember Johnson opined that he did not support the general consensus to <br /> limit the number of off-sale licenses. <br /> Councilmember Pust questioned if there was a potential barrier to purchase a li- <br /> cense from another party. <br /> City Manager Malinen noted that, during the Cost Plus discussion, direction of the <br /> City Council majority was to bring this back for further discussion. <br /> Mayor Roe suggested a survey of surrounding off-sale businesses as to why they <br /> had located across the Roseville boundary. <br /> City Manage Malinen reviewed criteria again: population, residential traffic, resi- <br /> dential location, and proximity to similar type businesses. <br /> Councilmember Johnson suggested identifying where off-sales could located based <br /> on current City Code as a criteria to be considered first. <br /> Additional discussion ensued regarding commercial areas along Rice Street versus <br /> rezoning from residential to commercial; more understanding needed of the current <br /> liquor market place; whether a two-tiered system with limits to protect the health, <br /> safety and welfare; and zoning districts for a much broader area; rationale for limit- <br /> ing off-sales in areas already intensely used for retail uses; potential marginal im- <br /> pacts for allowing more; impacts to existing stores and whether significant or not; <br /> and need for a thorough analysis to address the complexities of this issue. <br /> Finance Director Miller sought further clarification on the actual direction being <br /> given to staff by the City Council, as the staff person tasked to complete that analy- <br /> sis. <br /> Councilmember Willmus stated that he was stuck in the same place as Coun- <br /> cilmember Johnson; noting that if not addressed now, some future body would be <br /> having the same discussion. <br /> Mayor Roe opined that there needed to be a reason; and a policy to apply that was <br /> not arbitrary; and if there was no way to come up with that, there was no reason to <br /> change the current policy. <br /> Councilmember Pust concurred with Mayor Roe. <br />
