Introductions/Public Comment Invited <br /> Commissioners and staff will be introduced. Public participation and public comment is <br /> encouraged. <br /> 2. Approval of Minutes of the September 15, 2012 Meeting <br /> Enclosed is a copy of the minutes of September 15, 2012. Please be prepared to approve <br /> or amend. <br /> Requested Action: Approve/amend minutes of the meeting of September 15, 2012. <br /> 3. Community Engagement Task Force Report <br /> Greg Simbeck and Randall Doneen serve on the Human Rights Commission Community <br /> Engagement Task Force as representatives of the Parks and Recreation Commission. <br /> Simbeck and Doneen will be prepared to report on the latest progress on this effort. <br /> Requested Action: Commission discussion and feedback. <br /> 4. Begin Discussion of a Park Board <br /> Identified in the City Council Work Plan is the research and recommendation of the potential <br /> of a Park Board in Roseville. To begin the discussions I have included the following: <br /> • Opinion letter and State Statute from the City Attorney on legalities of a Park Board <br /> • The current City Code for the Parks and Recreation Advisory Commission <br /> • The City Code for three known Municipal Park Boards in Minnesota. Specifically, <br /> they are Brainerd, Maple Grove and Rochester. <br /> Requested Action: Commission discussion and feedback <br /> 5. Park and Recreation Renewal Program <br /> On Monday, September 24t", the City Council authorized the sale of bonds to complete the <br /> funding package for the entire $19M Park and Recreation Renewal Program. The award of <br /> the sale is anticipated to be on Monday, October 22, 2012. <br /> The Best Value Process to select the lead consultant is continuing. The Potential Best Value <br /> Lead Consultant has been identified as LHB Consulting. The evaluation team has been <br /> moving through the clarification stage of the process. Attached is a draft Request for City <br /> Council Action (RCA) that is anticipated to be considered on Monday, October 8, 2012. <br /> Thank you to Commissioner D. Holt for taking the time to be a part of this process. Staff and <br /> Commissioner D. Holt will plan to provide a review of the process leading up to a <br /> recommendation. <br /> One of the first tasks to be completed when the lead consultant is on board will be to outline <br /> a schedule for coordination, establish project packages and conduct community design work. <br /> Requested Action: Discussion and questions <br /> 6. Discuss November Meeting Date <br />
