This should <br />be a county-level function. <br />SPECIAL WEAPONS AND TACTICS - This unit permits successful resolutiQn of tactically <br />complex. high-threat situations. Hostage nego#iation should also be incorporated within this <br />unit. The unique equipment, training and response demands require cour�ty consolidation <br />to properly undertake the task. <br />� TOWING - Vehicle towing should be through the private sector, who could in turn subcon- <br />tract services if necessary. <br />TRAINING (ACADEMIC) - Classroom training should progress beyond agency or couniy- <br />wide associations to provide a larger diversity of training topics, and to permit greater <br />specialization of instruction personnel. All classroom training could be undertaken by a <br />central police source for both pr�service and in service training. <br />TRAINING (FIREARMS� - Periodic firearms qualification should be at the county-wide level <br />� to permit dedication of more full-time personnel to range and armorer dutfies.
