� <br />I'� <br />� <br />� <br />Pro osal � Narrative <br />RAMSEY COUNTY LAW ENFORCEMENT SERVICES <br />� <br />Consolidation By �nction <br />One model worthy of consideration is consolidation by function. <br />� <br />In order ta assess which functions would be best suited for consolidation, the committee first <br />� ieviewed services currently provided in each of the County's Iaw en#orcement agencies. It <br />then evaluated forty�ight {48) different functional areas to determine appropriate candi- <br />dates for consolidation. That evaluation resulted in the model shown in the attached <br />materials. <br />� This model would allow local con#rol of direct services while providing the benefits of <br />increased specialization through consolidation of support functions. The model is strictly <br />conceptual. <br />"' F�nctional consolidation c�uld take seversl forms rangfng Pram informal cooperation, to <br />formal contractual agreements to, new operational entities. There are numerous examples <br />� of cooperative efforts among Ramsey County law enforcement agencies. informel coopera- <br />tion is already apparent in the assistance provided among investigators. More formal <br />cooperation is evident in the work of the Ramsey County Police �aining Advisory Commit <br />� tee. Formal contracts are empioyed for services of the St. Paul Qrdnance Disposal Unit. The <br />East Metro Drug Task Force is an example of formal agreements to share personnel and <br />resources from several agencies in order to accomplish a mutual objective. <br />� <br />Ftiinctional consolidation would provide the opportunity for agencies to phase impleznen- <br />� tation of shared efforts on the basis of need and potential benefit. <br />� <br />L:� <br />� 4 <br />
