Although individual agencies presentiy seek to perform that role, development of <br />expertise through volume exposure seems to quire consolidation of this function at the <br />state level. � � ;_,,,�,�.� c..��-E. �cr�,�.Q <br />� <br />ANIMAL CONTROL - Specially equipped vehicles with personnel hired on a contract basis <br />� with a private vendor, could perform this service. Consolidation could be either at the county <br />or inter�ounty level. with expenses defrayed through service charges. <br />� CANINE - These units should be consolidated to at least the county level and perhaps inter- <br />county as well. with geographic dispersal of units as needed to share the cost of training <br />equally. <br />� CIVIL DEFENSE - Requires the planning and execution of a disaster response scheme in <br />which shelters, roadways, warning, food and sanitation concerns must be incorporated into <br />� an integrated plan. Accordingly, this function should be consolidated at the sta#e level. <br />MMUNICATIONS - This function should be consol�dated to at least the caunty level. <br />Staffing should be primarily civilian, and consideration should be given to contracting the <br />� ftinction to a private sector commZxnications vendor. <br />�� COURT- Court services should be expanded at the present suburban locations, includingthe <br />��� ecessary holding cells. <br />� �}�Ci <br />,.r�`�,,y� CRIME ANALYSIS - In-depth analysis of demogY-aphic trends, and vulnerabili of ou s <br />��'�(�'_ and areas in relation to shifting crime profil.es, necessitates a technical sophistication and <br />�� central collating source most easi�y maintained at least at the county 1eve1. <br />� D.A.R.E. INISTRATION - The funding process should be centralized to ensure conti- <br />� nuity a reduce administrative duplication, while program delivery would remain local- <br />ized. N � � <br />� IMPOUNDMENT VEHICLES - Impounded Vehicles should be retained at one or two <br />locations with' the county, and centrally administered.
