<br />412.65i Statutory cify maeager; powers and duties �
<br />Subdlvtslon I. Gefterally. The c3ty manager sha2l have tbe�powers and
<br />duties set forth in the folIowing subdivfsions.
<br />Subd. 2. Enforcement. He ahall see that statutes relating to tbe city
<br />and the laws, ordinances and resolutions oE the city are enPorced.
<br />5abd. 3. Appolntment of persortnel upon counell appraval. He shall ap-
<br />point upon the basis of inerzt and fitness and subject to any applicable civil
<br />service provisions and, except as herein provided, remove the clerk, all heads
<br />oP departments, and ull s�bordinate ogfi�ers and empIoyces ; but the ap-
<br />pointment and removal of the attorney shall be subject to the appioval o! the
<br />council. .
<br />Subd. R. Control. FIe shall exercise mntrol over bil departments and di-
<br />visions oi the administration crnated under Optional Plan B 1 or whieh may
