CHAPTER 5 <br />TECHNICAL TOPICS <br />In order to fully comprehend and judge the quality of the pipelines and pipeline <br />terminals in Roseville, a number of technical reports and informatior� were sought and <br />submitted to the Task Force. The following is a summary of that information. <br />(Note: regutations cited apply to new construction_ Prior consiruction complying with <br />regulations in effeci at the time, was "grandfathered" in.) <br />U.S. Department of Transportation (DOT) Pipeline Safety Regulaiions <br />The Minnesota �ffce of Pipeline Safety (MnOPS) inspects intrastate and interstate <br />pipeline in accordance with U.S. DOT Pipeline Safety Regulations 191, 192 and 19�. <br />These regulations cover both natural gas and hazardous liquids transported through <br />pipeiines. Hazardous liquids are defined as: petroleum, petraleum products or <br />an�ydrous ammonia. <br />The materials, design, constr�ction and installation specificatio�s are s�t forth, <br />incl�ding the depth at which the pipelines are to be buried. The regulations mandate <br />that pipeiines will have a cathodic protection system. A complete record showing all <br />materials, sizes, and locations of all component of the pipeEine system must be retained <br />for the life of the system_ <br />The frequency of testing and inspections is set forth. The types of tests and <br />observation methods are listed. Records of all required tests wiil be made and retained <br />for the fife of the pipeline. Annual reports will be filed for all transmission, gathering <br />and distribution systems. A program to observe surface conditions on and adjacent to <br />the transmission line righ#-of-way for leaks, construction activity and other factors <br />affecting safety and operation must be in place and operational. <br />For natural gas pipelines, the location of customer meters, service regulators, valves, <br />and service lines as well as the connections for main piping is specified, depending on <br />the type and location of installation. For hazardous materiafs, valves must be installed <br />on the suction end and the discharge end of a pump station; on each line entering or <br />leading a breakout storage tank area; on each mainline at locations along the pipefine <br />system that will minimize damage or pollution; on each laterai takeoff from a trunk line; <br />on each side of a water crossing that is more than 100 ft. wide from high-water mark to <br />high-wafer mark; and on each side of a reservoir holding water for human consumption. <br />Line markers, Flgure 5, for transmission [ines of natural gas must be placed at each <br />crossing of a public road and raiiroad and wherever necessary to identify the Eine to <br />reduce the possibility of damage.
