CHAPTER 1 <br />INTRQDUCTiON <br />This report was prepared by the Roseville Pipeline Safety Advisory Task Force and <br />presented to the Rosevifie City Council i� September, 1994. <br />The three purposes of this report are: <br />♦ A gathering of information regarding the three major pipelines, two major <br />- pipeline terminals, govemmental units, and re�ulatory agencies impacting <br />safety, pipelines, and pipeline terminals in our cammunity. <br />♦ Identifcation of areas of potential hazard to the public, the environment and, <br />areas fo� public education. <br />♦ A presentation of a series of findings and recommendations the Task Force <br />believes will enhance the safety of our residents and the general public who <br />work in and visit our community. <br />In 1992, the City of Roseville invited residents to participate in Vista 2000 - a series of <br />forums designed fo bring together citizens, City officiafs, and business, eciucation and <br />civic groups to create a vision for our community's future. Participants met in July of <br />that year to discuss problems, identify opportunities, and formuiate pfans to guide <br />Roseville into the 21st centt�ry. <br />Response to Vista 2000 was tremendous! More lhan 200 �esidents attended, and more <br />than 1�0 othe�r� voiced concerns and suggestians for Roseville's future by mail. <br />Following #he forums, over 50 residents formed six study groups to explore possibilities <br />for Roseville's future concentrating on: <br />♦ Economic Develapment <br />♦ Environment <br />♦ Housing <br />♦ Leisure <br />♦ Transportation <br />♦ Public Safety <br />After several monfhs of work, each group outlined its vision and set for�h goals to guide <br />Roseville into the year 2000. <br />1-1 <br />
