The redevelopment of the property as proposed will not have an adverse impact on the <br />market value of contiguous properties. <br />The redevelopment of the property as proposed will not have an adverse impact on the <br />general public health, safety and welfare. <br />The redevelopment of the property as proposed is consistent with the City of Roseville’s <br />Comprehensive Plan and Title 10 of the City Code (Zoning), including the City’s design <br />standards, with the exception of the pre-existing non-conforming freestanding sign. <br />NOW THEREFORE BE IT RESOLVED by the City Council (the “Council”) of the City of <br />the construction and operation of a new take-out/self-service restaurant at 2105 <br />Snelling Avenue, be approved subject to the following conditions: <br />The site must be developed in accordance with the final plans (site plan dated <br />construction plan dated demolition plan dated directional plan <br />dated building elevation and materials plan dated and landscape plan <br />dated submitted and approved in conjunction with the request for a conditional <br />use permit. Minor variations from the approved plans may be approved by the City’s <br />Development Review Committee, under the direction of the Community Development <br />Director; however, any substantial departures from the approved plans will require an <br />amendment to the conditional use permit. <br />Prior to a building permit being issued for the project, the applicant must provide the City <br />with written permission/approvals that off-street parking for employees and construction <br />workers will be provided on another site.Such documentation may include parking <br />agreements with adjacent property owners. <br />An erosion control plan must be developed and erosion control must be in place prior to <br />grading of the site. Since the site is less than 2.5 acres in size, it is unlikely that on-site <br />ponding will be required by the Rice Creek Watershed District; however, the applicant will <br />need to contact the District for permit requirements. <br />All site lighting, including lighting for the parking area and exterior building lighting, must <br />of the City Code. <br />All for the project must comply with the current requirements of Section 1009 of <br />the City Code, including the size and location of wall signs and directional signs. <br />The existing sidewalk along the front property line shall be improved and/or replaced if <br />required by the City in conjunction with site development or construction damage. <br />a paved pedestrian surface. <br />
