Rules and Regula#ions <br />Of the <br />Police Civil Service Commission <br />City of Roseville, Minr�esota <br />P��rpose <br />The following Rules and Regulations are estahlished by the Roseville Police Civil Service <br />Commissian in order to promote efficiency in the Raseville Police Department and to carry out <br />the purposes and intent of Chapter 419, Minnesota Statutes, and Chapter 235 of the City Code <br />of the City of Roseville. <br />Procedure <br />+ The Commissian shall meet the first Monday in February of each year and frarn time to <br />time thereafter upon the call of the Chair. <br />• AlI meetings shall be held in the Roseville City IIall and shall be open to the pnblic. <br />� Public notice of all meetings shall be posted in a prominent place the Roseville City Hall ai <br />least 24 �ours before the convening of ineetings. In ihe case of emergencies the time of such <br />notice rnay 6e reduced. <br />• The presence of two Commissioners shali constitute a quorum for ihe conducting of <br />business. <br />• A Chair, Vice Chair and Secretary shall be elected by the Cammission at its annual <br />meetings, to serve one year terms. <br />• Minutes of all meetings shall be kept by the Secretary and shall be open for public <br />inspection at reasonable times and places. <br />• Any questions concerning interpretation of these rules and regulations shall be decided <br />solely by the Commission. <br />Entry Level Positions <br />Openings in entry level positions shaJ.l be filled from an eiigible register maintained by the <br />Commission. The eli�ble register shall contain the names of persons <br />who <br />have successfully completed a competitive examination testing the relative €�tes� <br />ualificati4ns of each applicant. Names may �e stricken from the eligible register after they <br />have been on the register for �e one years. <br />Pro�notions <br />Openings in non-entry level positions, except the positions of Deputy Chief of Palice and Chief <br />of Police, shall be filled from promotion registers maintained for each rank by the Commission. <br />�rornotion registers shall contain the names of officers of the Department <br />
