Rules and Regula#ions Of the Police Civil Service Commission City of Roseville, Minr�esota P��rpose The following Rules and Regulations are estahlished by the Roseville Police Civil Service Commissian in order to promote efficiency in the Raseville Police Department and to carry out the purposes and intent of Chapter 419, Minnesota Statutes, and Chapter 235 of the City Code of the City of Roseville. Procedure + The Commissian shall meet the first Monday in February of each year and frarn time to time thereafter upon the call of the Chair. • AlI meetings shall be held in the Roseville City IIall and shall be open to the pnblic. � Public notice of all meetings shall be posted in a prominent place the Roseville City Hall ai least 24 �ours before the convening of ineetings. In ihe case of emergencies the time of such notice rnay 6e reduced. • The presence of two Commissioners shali constitute a quorum for ihe conducting of business. • A Chair, Vice Chair and Secretary shall be elected by the Cammission at its annual meetings, to serve one year terms. • Minutes of all meetings shall be kept by the Secretary and shall be open for public inspection at reasonable times and places. • Any questions concerning interpretation of these rules and regulations shall be decided solely by the Commission. Entry Level Positions Openings in entry level positions shaJ.l be filled from an eiigible register maintained by the Commission. The eli�ble register shall contain the names of persons who have successfully completed a competitive examination testing the relative €�tes� ualificati4ns of each applicant. Names may �e stricken from the eligible register after they have been on the register for �e one years. Pro�notions Openings in non-entry level positions, except the positions of Deputy Chief of Palice and Chief of Police, shall be filled from promotion registers maintained for each rank by the Commission. �rornotion registers shall contain the names of officers of the Department
