Roseville Pofice Civil Service Commission Minutes
May 28, 1997
4. Discussion re ardin Lieutenant and Ser eant Eli ibilit Lists
Page 2
The latest Sergeats' Eligibility ist expired May 4, 1995. The Chief asked Deputy
Chief Alfea to review known history of sergeants' list extensions. Deputy Chief
Alleva checked the records and found that there has not been any extension to the
Sergeants' Eligibility Lis# since at least 1976, which was the start of Chief Erskine's
tenure.
Chief Wood gave some positives and negatives for extension of the Sergeants' list.
Commissioner King moved to have the list expire. Commissioner Ofson seconded.
There was no further discussion from the Commissioners or other attendees_
Motion passed.
Commissioner King said he had a preference for a pass/fail for the written test for
the Sergeants' test, and then move on to the orals with everybody staring off at the
same levef.
5. Discussion of Ertr Leef Hiing Process
The Chief gave some handouts (attached) on the entry level testing process. There
was some discussion on setting a passing mark on the written test_ The Chief
talked about having naturai score breaks and expfained that process_ It was
decided that rather than set a passing score now, the Commissioners would look
at the scores once in and determine fhe passing score based on the number of
candida#es fio be interviewed, and taking into account natural breaks in scoring. No
names are revealed at ths point, only the raw scores.
6. Revisior of Civil Serice Rules
Administrative Anaiyst Ganz noted that certain parts of the Civil Service Rules do
not follow State Statutes. There were other areas where changes hae been made
in the rules by past Commissioners that have not been memorialized in the rules.
I# was suggested that the Police Department revise the Civil Service Rules to
include past approved additions and to bring the rufes in compliance with State law_
The department wil! provide the Commission with a red line revision of the Civil
Service Rules by the nexfi meeting_
