� <br />MINUTE3 <br />ROSEVILLE POLICE CIVIL SERVICE COMMI33ION <br />MARCH 27, 1995 <br />The meeting was called to order by Bob King, Chairman, at 5:15 p.m. <br />Members Present: <br />Others Present: <br />Bob King and Jack W�idenbach. <br />Police Chief Zelinsky, D�puty Chief A11eva, <br />Officers Steve Frazer, Tom Perzichzlli, Rick <br />Mathwig, Lorne Rosand, and Ann O'Neill. <br />APPROVAL OF MINUTES <br />The minutes of the February 27, 1995, meeting were approved. Roll <br />Call, Ayes: King and Weidenbach. Nays: None. <br />NEW BUSINESS <br />l. Chairman King recognized a letter received from LELS Loca� 112 <br />Union Steward Steve Frazer. <br />2. Chief Zelinsky presented nine memos from officers requesting to <br />take the S�rg�ant's test. All met the minimum requirements and <br />appeared in order. King moved, Weidenbach seconded, to accept <br />and certify the nine memos. Roll. Call, Ayes: King and <br />Weidenbach. Nays: None. <br />The names of the nine officers are: Rick Mathwig, Lorne Rosand, <br />Steve Frazer, Tom Perzichilli, Michael Palermo, Surendran <br />Sivarajah, Ann O'Neill, Michael Johnson, and Mark Reding. <br />Off.icer O'Neili questioned whether or not the rale playing <br />portion of the test would be videataped. The determination is <br />that it was not going to be videotaped. Officer O'Neill <br />expressed her concern tha't if she scored poorly on that portion <br />of the test, she would be unab]�e to verify how she received her <br />score_ She expressed the concern that she would not know if <br />there was sexual bias in the testing. It was reiterated that <br />the roZe player from PDI was trained in this process and has <br />done hundreds af role plays. <br />The Commission said that scaring of this portion of the test <br />would be somewhat subjective. Chairman King noted her concern_ <br />�fficer Frazer asked if PDI gave their notes on the meeting of <br />February 27 as Harry Brull said he would do at the orientation <br />meeting. Commissioner King said nothing was received by the <br />Commission from PDI since the last meeting. <br />Officer O'Neill asked why there was a change in the weights for <br />the PromotabiZity Index. She mentioned it seemed like some- <br />thing was done under the table. Commissioner King said that <br />was not so; the change was due ta a continued discussion about <br />the weights ga.ven to the Promotability Index section and <br />whether or not supervisors should also be included in that <br />input. Th� final decisian was to g�ve Promotability Index 10 <br />percent of the test weight, with 5 percent going to peer <br />evaluation and 5 percent to supervisory evaluation. <br />
