REQUEST FOR COUNCIL ACTION <br /> Date: <br />October 15, 2012 <br /> Item No.: 7.f <br />Department Approval City Manager Approval <br />Item Description: Adopt Resolution Authorizing the Multi-Agency Law Enforcement Agreement-- <br />Minnesota Internet Crimes Against Children Task Force (MICAC <br />) <br />B <br />ACKGROUND <br />1 <br />The State of Minnesota Department of Public Safety, specifically the Bureau of Criminal Apprehension (BCA), <br />2 <br />is the recipient of a federal grant to assist law enforcement in investigating and combating the exploitation of <br />3 <br />children which occurs through the use of computers by the BCA providing funding for equipment, training and <br />4 <br />expenses (including travel and overtime funding) incurred by law enforcement as a result of such investigations. <br />5 <br />6 <br />The State of Minnesota has prepared a Multi-Agency Law Enforcement Joint Powers Agreement for the purpose <br />7 <br />of implementing a three-pronged approach to combat Internet Crimes Against Children (ICAC): prevention, <br />8 <br />education, and enforcement. <br />9 <br />10 <br />Internet crimes against children are a growing concern. Monthly, in our state, an average of 1800 computer users <br />11 <br />electronically share child pornography. Studies indicate approximately 50-75% of adult suspects who possess or <br />12 <br />share internet child pornography are hands-on offenders—meaning these offenders have live victims. <br />13 <br />14 <br />The Minnesota ICAC (MICAC) identifies possible internet pornography cases by IP address. They determine <br />15 <br />which city the IP address is located and forwards the information to that city’s jurisdiction for investigation. With <br />16 <br />the Multi-Agency Law Enforcement Joint Powers Agreement in place, jurisdictions have access to training, <br />17 <br />equipment and resources which can be used to properly investigate internet crimes funded by the Agreement. <br />18 <br />19 <br />By entering into this Multi-Agency Law Enforcement Joint Powers Agreement (reviewed and approved by our <br />20 <br />city attorney), the City of Roseville would be responsible for: <br />21 <br />22 <br />Working cases that have occurred in our jurisdiction <br />23 <br />Using MICAC standards for investigation and data sharing <br />24 <br />Conducting local educational training sessions (with assistance from MICAC) as needed or requested. <br />25 <br />26 <br />PO <br />OLICYBJECTIVE <br />27 <br />The City of Roseville’s affiliation with the MICAC Task Force will enhance protection of this community <br />28 <br />against predators and will allow the City to work in conjunction with the National Center for Missing and <br />29 <br />Exploited Children, the Minnesota Predatory Offender Registry and other integral programs. <br />30 <br />FI <br />INANCIALMPACTS <br />31 <br />There is no financial impact as no city match is required for this funding. <br />32 <br />Page 1 of 2 <br /> <br />
