,_ __. �.. <br />Executi�e Summary � <br />• Roseville and Falcon Heights exemplify two cities who stand on a firm financial foundation. <br />Roseville is one of five Minnesota cities to be rated Aa-1 by Moody's investor services and Falcon <br />Heights is one of nineteen that is at #he A-1 level. <br />• Both cities pride themselves on providing high quality and efficient services to their citizens and <br />this attitude is witnessed among the staffs of both cities. <br />• Both cities are taking proactive steps to improve the efficiency with which they deliver service and <br />are facing the reality of decreased aid to local governments, especially from the state level. <br />Among the steps being considered are contracting of departmental services and the merger of the <br />two cities. <br />• This study is one result of these proactive steps. Deloitte & Touche was engaged to assist the <br />cities evaluate cooperative opportunities. � <br />• From i 986 to 199Q, intergovernmental revenue has declined sharply as a percent of total <br />revenues while taxes and assessments have sharply increased.
