City Financial Status <br />Tax �ncrement Financing <br />Major Findings <br />� Roseville's tax increment #inanc�ng {TIF) districts are projected to generate substantial cash flows from <br />1991 to 1998. These monies are available to fund future tax increment and development projects. <br />- Roseville has 12 active TIF districts while Falcon Heights has four. <br />• Falcon Heights' tax increment districts will generate deficits from 1991 through 1998, according to <br />Ehlers and Associates. <br />• Current reserves from past TIF surpluses are sufficient to fund the projected shortfall in Falcor� Heights. <br />Credit Rating Information <br />• Rose�ifle has a higher cred�t rating from Moody's Investor Services. <br />Number of Minnesota cities with this rating <br />Roseville <br />Aa-1 <br />� <br />F�Icon Heights <br />A-1 <br />19 <br />- Savings in debt service costs would accrue from an improvement in Faicon Heights rating. <br />- For example, if the 1991 Falcon Heights Street Improvement Bonds of $585,000 had been rated <br />Aa-1, $7,000 in interest could be saved over the ten year life of the issue. <br />28 <br />ROS-04ii - 3430 - Workirrg Draft <br />
