Police Chief Mathwig stated there were several crisis negotiators on site. <br />363 <br />364 Ms. Greiling inquired if the officers were aware of the fact that the young man had autism. She <br />365 understood that the department was not mental health specialists. Police Chief Mathwig stated <br />366 that officers on the street had a varied level of understanding of this individual based on prior <br />367 contact. However, the department as a whole does not have this knowledge, only the ofiicers <br />368 with prior contact. He explained the first two responders were responsible for the individuals in <br />369 the house, the neighbors and greater Roseville. The iirst two on site were working to minimize <br />370 hurt as much as possible. After communicating briefly with the young man, and seeing the <br />371 pistol, the door was slammed on the officers and expletives were spoken by the young man. This <br />372 was the end of the conversation. <br />373 <br />374 Ms. Moen stated a health care nurse was on site to treat the young man far his diabetes. She <br />375 commented this individual could have been used �� �r ���°* ;� *'�° �;*"�*;�� to address the mental <br />376 health concerns before using force. <br />377 <br />378 Ms. Greiling understood that kicking in doors was necessary for a criminal, but not for a mental <br />379 health issue. <br />380 <br />381 Police Chief Mathwig stated the handgun in his lap was the trump card in play. Guns end life <br />382 and this was the most important piece of the puzzle in this case. Ms. Moen s-a�concurred that <br />383 she does not want to see any officers in the City harmed. <br />384 <br />385 Chair Grefenberg requested further information on the training that occurred after the incident in <br />386 February. Police Chief Mathwig said the training offered was on mental health and was <br />387 provided to every officer in Roseville. <br />388 <br />389 Ms. Moen said she did not want to see individuals in the community fearing the police <br />390 department. She questioned if families of the mentally ill should make the department aware of <br />391 toy weapons, and �€ asked if police officers could work with special ed children to build <br />392 relationships. She commented that those with mental illness are not obvious and perhaps a <br />393 colored bracelet would make officers aware of how to handle situations in a more proper manner. <br />394 This would assure that situations were not elevated to an unnecessary level. <br />395 <br />396 Police Chief Mathwig explained there were too many toy guns out there for them all to be listed <br />397 with the City. He discussed the use of air soft guns in the community. He indicated he has <br />398 conducted Lunch with the Officer for the past three school years to create positive interactions <br />399 between students and police of�cers. He noted the department also has an officer assigned to <br />40o Roseville High School. This officer could work with staff to discuss special ed and replica gun <br />401 issues. <br />402 <br />
