Regular City Council Meeting <br /> Monday, September 24, 2012 <br /> Page 30 <br /> determined that the actual need may be small or adequate; and thus an early-out <br /> was included for Wal-Mart if the City Council authorized the Police Department <br /> to hire a commercial patrol officer in the future, who would spend their time <br /> among all commercial areas in Roseville (e.g. Target, Wal-Mart, Har Mar Mall, <br /> and Rosedale) and provide increased public safety services in those areas. Chief <br /> Mathwig advised that the not-to-exceed levels had been provided to Wal-Mart <br /> by Roseville City Information Technology (IT) staff based on their expertise, <br /> and noted that Wal-Mart had chosen to actually further inflate them to make for <br /> a better fit. Chief Mathwig clarified that, as outlined in the RCA, he and the <br /> City Attorney had only discussed those three (3) available options, and the rec- <br /> ommendation was based on those other two (2) options were not on the playing <br /> field at this time. <br /> Councilmember Pust questioned why Wal-Mart had more security at their Uni- <br /> versity store than they thought was needed in Roseville. <br /> Chief Mathwig suggested that this was based on the University store being an <br /> inner-city store and dealing with more police matters than in a first-ring suburb <br /> such as Roseville. Chief Mathwig advised that he had spoken directly with a de- <br /> tective and officers about organized crime potential, creating current policing <br /> levels at that store. Chief Mathwig noted that the Roseville store was only the <br /> second Wal-Mart store to have off-duty officers working on site, with St. Paul <br /> being the other location. Chief Mathwig advised that the West St. Paul Wal- <br /> Mart had private, security guards, manned by off-duty officers. <br /> Councilmember Pust questioned if this was an add on to their own security be- <br /> fore we asked them to do anything, or if they used this agreement to reduce their <br /> own previous plan. <br /> Chief Mathwig advised that this would serve in addition to their original plan <br /> and there was no back out. <br /> Councilmember Johnson, from his recollection, noted that the City Council had <br /> put their faith in Chief Mathwig to go forth and negotiate an agreement; and ex- <br /> pressed his personal confidence in working this out for the benefit of the com- <br /> munity above and beyond his normal call of duty. <br /> Johnson moved, Willmus seconded, authorizing the City Manager, Mayor and <br /> Chief of Police to enter into an agreement entitled (Security Plan for the Rose- <br /> ville Wal-Mart Store (Attachment A) between the City of Roseville and Wal- <br /> Mart Stores, Inc. as presented. <br /> Councilmember McGehee clarified that her comments were meant in no way to <br /> be a reflection on Chief Mathwig. <br />
