on the east side, with removal of the old 6' wide bituminous pavement necessary <br /> due to root damage, and reconstructed as an 8' concrete sidewalk. <br /> Further discussion included the need for replacement of water/sewer services for <br /> Josephine Woods due to previously-installed valve boxes bent over on an old <br /> portion of County Road C-2 when service was extended to certain lots in the <br /> 1980's that were not maintained well potentially due in part to the slope into the <br /> wetland, and now moved out to the sidewalk, with costs for this correction being <br /> paid in full by the private developer; even with the availability of a policy for <br /> traffic calming and other features along County Road C-2, remaining <br /> disappointment by the majority of residents along the roadway; and an upcoming <br /> meeting of property owners on County Road D for a preliminary plan review, <br /> with the anticipated walkthrough of the proposed amenities in the project area <br /> staked and sprayed out, currently scheduled for October 20, 2012. <br /> Regarding Skillman Pond, Engineer Giga reported that the majority of the <br /> excavation work had been done this week and should be concluding this week as <br /> hydro-seeding proceeded; with the project receiving good feedback from adjacent <br /> neighbors. <br /> Public Works Director Schwartz advised the Commission that the City Council <br /> had reviewed the PWETC recommended Special Assessment Policy earlier this <br /> month, with anticipated formal adoption in late October or November. Mr. <br /> Schwartz noted that the City Council had specifically asked staff to pass on their <br /> appreciation to the Commission for their hard work on this project and subsequent <br /> recommendation. <br /> Ms. Bloom concurred, noting that the Council had very few questions after their <br /> review of the recommended draft policy. <br /> Member DeBenedet noted that Ms. Bloom would be speaking at the October 9, <br /> 2012 meeting of the American Society of Civil Engineers (ASCE)to be held at <br /> Midland Hills Country Club. Ms. Bloom noted that she had also been asked to <br /> make a presentation at an upcoming meeting of the City Engineer's Association. <br /> 5. Pathway Build Out Plan Committee Appointment and Schedule <br /> Mr. Schwartz summarized this request to ensure consistency between the Pathway <br /> Master Plan priorities and the Parks and Recreation Master Plan and Renewal <br /> Program, working along with staff, as detailed in the staff report dated September <br /> 25, 2012. <br /> Mr. Schwartz noted that more PWETC Members could attend the meetings; <br /> however, they would then need to be noticed if a quorum of members was in <br /> attendance. <br /> Page 2 of 13 <br />
