Introductions/Public Comment Invited <br /> Commissioners and staff will be introduced. Public participation and public comment is <br /> encouraged. <br /> 2. Approval of Minutes of the October 2, 2012 Meeting <br /> Enclosed is a copy of the minutes of October 2, 2012. Please be prepared to approve <br /> or amend. <br /> Requested Action: Approve/amend minutes of the meeting of October 2, 2012. <br /> 3. Community Engagement Task Force Report <br /> Greg Simbeck and Randall Doneen serve on the Human Rights Commission Community <br /> Engagement Task Force as representatives of the Parks and Recreation Commission. <br /> Simbeck and Doneen will be prepared to report on the latest progress on this effort. Included <br /> in your packet is a copy of the general "areas for recommendation" from the final draft report <br /> that was presented to the City Council on Monday, October 22, 2012. <br /> Requested Action: Commission discussion and feedback <br /> 4. Highcrest Park 3rd Addition Park Dedication <br /> Included in your packet is another Park Dedication item involving the Meritex property. This is <br /> the one that was mentioned at your September meeting that would be coming to you for a <br /> discussion and recommendation. <br /> Included in your packet is a site, plat and proposed development map. The proposal is for an <br /> industrial warehouse/distribution facility. The site is approximately 12.97 acres. <br /> You requested that when Park Dedication items come to you in the future, you would like to <br /> see how a land dedication might fit into the plan. In this case, the property owner <br /> representative has requested that the proposed developer work directly with Parks and <br /> Recreation. As they have formulated their proposal, the entire acreage is needed to make <br /> their development work. Therefore, they have opted not to provide a land option and are <br /> respectfully requesting that the Commission consider the cash option only. In this case the <br /> cash option with an estimated Fair Market Value at $2,447,800 x 05% = $122,390. For your <br /> information there is 12.97 acres in the area x .05 = .64 acre. <br /> Requested Action: Commission discussion and possible recommendation <br /> 5. Park Dedication Rates Discussion <br /> The Commissions role is to review and recommend park dedication rates. <br /> The most recent increase for residential rates was last November, 2011 when the rates were <br /> increased from $3,000 to $3,500 per unit. Based upon the survey of other communities, <br /> system needs, CIP, Master Plan outline of needs and the fact that an increase occurred last <br /> year to keep pace, it may be appropriate for the rates to remain and be reviewed again next <br /> year. <br /> The Commercial Park Dedication has remained at 5% of FMV for several years.
