EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the <br />City of Roseville, County of Ramsey, Minnesota, was duly called held at the City Hall on <br />Monday, the 23rd day of February, 1998, at P.M. <br />The following members were present:Goedeke, Mastel, Maschka, Wall, and Wiski, <br />and the following were absent: None. <br />Council Member Mastel introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 9526 <br />RESOLUTION DENYING AN INTERIM USE PERMIT <br />FOR CONCRETE CRUSHING MIXING <br />AT RAMSEY COUNTY PUBLIC WORKS YARD <br />(LARPENTEUR AVENUE AND KENT STREET) <br />WHEREAS, Section 1012.09 of the Roseville City Code outlines the provisions for <br />interim uses in all zoning districts; and <br />WHEREAS, Ramsey County’s Public Works Department has requested an interim <br />use permit to allow concrete crushing and mixing operations on a portion of a 20-acre <br />County-owned parcel loaded east of Kent Street and north of Larpenteur Avenue; and <br />WHEREAS, the Roseville Planning Commission conducted a public hearing on the <br />request on Wednesday, February and recommended approval of the requested <br />interim use permit subject to conditions; and <br />WHEREAS, the Roseville City Council received the Planning Commission’s <br />recommendation on Monday, February 23, 1998; and <br />WHEREAS, the Roseville City Council made the following findings: <br />The proposed interim use will have an adverse impact on the public health, safety, <br />and general welfare. The expected noise levels, dust levels, and piling of materials <br />are considered a public nuisance and the expected noise levels and dust levels are <br />considered a health hazard. <br />Two other interim use permits for this site have been granted to Ramsey County <br />(household hazardous waste collection and stump grinding activities). <br />There will be no additional cost added to the site that would deter a permanent use <br />of the site; however, the County has not identified an ultimate use of this property. <br />Resolution 9526 Page 1 of 2 <br />
