REQUEST FOR HRA ACTION
Date: 10-16-12
Item No: 9 b.
Staff Approval: Agenda Section

Action Items
Item Description: Authorization of Universal Design Pilot Program
Background
At the 2012 Living Smarter Fair, a representative from Access Solutions, a nonprofit organization that is
affiliated with Augustana Care, provided a representative to staff the “Ask the Expert Table” for
universal design questions. The organization also did a workshop on redesigning your home for a
lifetime. From this past working relationship, Access Solutions along with Greater Metropolitan
Housing Corporation (GMHC) applied for a grant from the Department of Human Services to
implement a pilot program in Roseville, MN and St. Anthony Village, MN.
The program is to provide 25 homeowners in each community with a home safety assessment, home
modification recommendations and implementation of minor modifications (up to $500). In addition,
Access Solutions will train up to five city staff at St. Anthony Village and Roseville, and five staff of
Housing Resource Centers on universal design, aging in place and working with older adults.
Based upon the updated 2012-2016 RHRA strategic plan, one of the goals is to ensure availability of
appropriate resources to rehabilitate and upgrade existing housing stock for changing demographics.
This pilot program will have no cost implications to the RHRA. The program will be publicized in the
January City Newsletter, 2013 Living Smarter Fair, and communicated to the Roseville Senior Center.
Staff Recommendation
Staff is recommending that the RHRA work with Access Solutions and GMHC to assist 25 homeowners in
Roseville with home safety assessment, home modification recommendations and implementation of minor
modifications.
HRA Action
Motion to accept and work with Access Solutions and GHMC Universal Design Pilot Program.
Attachment A: Grant Narrative
Prepared by: Jeanne Kelsey (651-792-7086)
Universal Design Pilot Program (10-16-12) -Page 1 of 1
