He then commented on the Thurgood <br />320 Marshall Supreme Court decision. He understood that if the Marriage Amendment were to fail it <br />321 would be a temporary setback and that work would continue in this area. <br />322 <br />323 Youth Commissioner Siliciano asked if there was a process to change these amendments if either <br />324 were to pass. Commissioner Lindsey stated an amendment would require a majority vote from <br />325 the House and Senate in order to be placed on the ballot for a majarity vote from the residents of <br />326 Minnesota. Another statewide election would not be held unti12014. <br />327 <br />328 <br />329 <br />330 <br />331 <br />332 <br />333 <br />334 <br />335 <br />Commissioner Singleton questioned the last time the Minnesota Constitution was amended. <br />Commissioner Lindsey stated the Constitution was amended with regard to fish and game two <br />years ago. <br />Chair Grefenberg commented the complicated questions being placed on the ballot could be <br />disruptive to the three equal branches of government. He did not see why these issues were <br />being left to the majority as it was a radical departure from typical government. <br />336 Commissioner Lindsey indicated the State Constitution would have to be in alignment with the <br />337 United States Constitution because of the �'� supremacy clause within the United States <br />338 Constitution. He then discussed court case Ma�be�ry versus Madison and the implications it had <br />339 on the interactions between the three branches of government. <br />340 <br />341 Chair Grefenberg inquired if the City could be made aware of the discrimination complaints filed <br />342 with the State involving *'��* �� Roseville residents. He stated this would assist �1�� in <br />343 evaluating if progress was being made. Commissioner Lindsey stated this information could be <br />344 made available on a quarterly basis. <br />345 <br />346 Chair Grefenberg asked how the Roseville HRC was doing as a partner to the State. <br />347 Commissioner Lindsey stated he was working to grow these partnerships. He indicated local <br />348 human rights organizations addressed issues with new residents along with resolving disputes <br />349 with the local police department. He saw the benefit of growing the relationships between <br />35o human rights organizations as each had a unique focus. <br />351 <br />352 <br />353 <br />354 <br />355 <br />356 <br />Chair Grefenberg thanked Commissioner Lindsey for his time and for the information provided <br />to the Commission this evening. <br />Future Agenda Items <br />357 Chair Grefenberg ��t�� asked if there were any items the Commission would like placed on <br />358 a future agenda. He noted the next meeting would be held after the upcoming election. He �c� <br />359 added that-a Chair and Vice-Chair would be ��elected in November. He encouraged those <br />36o interested in serving for either position to speak with staff and provide a brief statement, which <br />361 would be included in the November packet. He� said he was interested in continuing <br />362 to serve as t� Chair. <br />363 <br />
