Roll Call <br /> Mayor Roe called to order the Roseville City Council regular meeting at approximately <br /> 6:00 p.m. and welcomed everyone. (Voting and Seating Order: Willmus; Johnson; Pust; <br /> McGehee; and Roe). City Attorney Mark Gaughan was also present. <br /> 2. Approve Agenda <br /> McGehee moved, Johnson seconded, approval of the agenda as presented. <br /> Roll Call <br /> Ayes: Willmus; Johnson; Pust; McGehee; and Roe. <br /> Nays:None. <br /> 3. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. No one appeared to speak at this time. <br /> 4. Council Communications, Reports, Announcements and Housing and Redevelop- <br /> ment Authority (HRA) Report <br /> Mayor Roe welcomed Boy Scout Troop 150 from Prince of Peace Lutheran Church in <br /> Roseville, present to learn about local government. <br /> Mayor Roe announced the upcoming Municipal General Election on Tuesday, Novem- <br /> ber 6, 2012 to select two (2) Councilmembers for respective four(4) year terms. <br /> Councilmember Willmus noted a series of planning meetings being held by the Rose- <br /> ville Area School District No. 623 focusing on their property at the former Owasso <br /> School site; being held at the District Service Center, beginning Monday, October 29, <br /> 2012 at 6:30 p.m. <br /> Councilmember Willmus referenced a recent Roseville City News newsletter article en- <br /> titled "Understanding Cash Reserves." Councilmember Willmus noted that, at the con- <br /> clusion of the article, it stated that the City Council "believes it is in the City's long- <br /> term best interest to keep cash reserves at their current level." Councilmember <br /> Willmus noted that, since no formal action had yet been taken and a determination re- <br /> mained pending, that statement was misleading until budget discussions had come to an <br /> end; and therefore wanted to clarify that statement. <br /> Regarding the upcoming General Election, Councilmember McGehee noted that histor- <br /> ically, a longer time for in-person absentee voting prior to the election had been availa- <br /> ble; however, she noted that this year provided only one (1) week. <br />
