Regular City Council Meeting <br /> Monday, October 22,2012 <br /> Page 31 <br /> Mr. Foster questioned if Councilmember Willmus would consider building an <br /> apartment complex with underground parking in today's market. <br /> Councilmember Willmus responded that he had clearly laid out the criteria he <br /> was seeking for a potential project if he was to consider TIF. <br /> In conclusion, Mr. Trudgeon advised that staff had received clear direction; and <br /> expressed his appreciation for tonight's discussion, noting that it had proven <br /> very informative for staff Mr. Trudgeon noted that it was always staff's intent <br /> to use the tools available in facilitating development, and while not all of those <br /> tools were perfect for every project, staff's intent was to move forward and lev- <br /> erage financial participation and uses as applicable. <br /> Mayor Roe clarified his willingness to look at TIF for housing if a specific pro- <br /> ject made sense; and asked if other Councilmembers were also willing to use <br /> TIF for housing in the Twin Lakes Redevelopment Area or its use in general. <br /> Councilmember Pust advised that she was willing to look at TIF for housing, <br /> not just market rate, but mixed rate units as well. If there was a way to include <br /> ground level retail as part of that mixed use, Councilmember Pust advised that <br /> she would be even more interested, by creation of jobs and meeting housing <br /> needs. While unable to define what worked economically, Councilmember Pust <br /> advised that she was not saying she would never consider TIF for housing. <br /> Councilmember McGehee concurred with the comments of Councilmember <br /> Pust; opining that her vision was for mixed use with jobs provided on the lower <br /> level through service businesses previously requested and needed by tenants in <br /> that area, as they had originally anticipated. Councilmember McGehee opined <br /> that she did not have a particular aversion to use of TIF for housing. <br /> Mr. Foster questioned the City Council's support for market rate housing with <br /> lower level commercial space, and whether they would consider that as mixed <br /> use; while also addressing underground parking requirements as well. <br /> Councilmembers Pust, Johnson and McGehee, along with Mayor Roe, con- <br /> curred that they could potentially support such a project. <br /> Mr. Trudgeon expressed his appreciation to the City Council for their feedback. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:50 p.m. and reconvened at approximately <br /> 8:57 p.m. <br /> b.
