Regular City Council Meeting <br /> Monday, October 22,2012 <br /> Page 33 <br /> While not having any specific recommendations, Member Grefenberg advised <br /> that this would take considerable time and study; and noted that many City De- <br /> partments were already making inroads and sharing that information; and noting <br /> that many <br /> Member Gardella suggested going where they were, working with groups and <br /> service organizations, and talking to immigrant business owners, seeking in- <br /> roads into apartment buildings housing large percentages of that population, and <br /> beginning to build relationships as those opportunities came forward. <br /> Councilmember Willmus noted previous discussions earlier this year with the <br /> Human Rights Commission (HRC) and their intent to get out into the communi- <br /> ty, and asked if those steps had been taken yet. <br /> Member Grefenberg advised that the HRC had added that to its 2013 Strategic <br /> Plan, with the HRC recognizing that it needed to do more, while being cogni- <br /> zant of their limited resources and time. Member Grefenberg acknowledged <br /> other time-sensitive priorities that had arisen this year. Member Grefenberg <br /> noted, with the addition of two (2) minority members on the HRC, it could <br /> begin to task them with some credibility; noting that he looked to this Task <br /> Force to assist the HRC in coming to terms with that need. In reviewing the <br /> multiple neighborhoods just in the southern portion of Roseville (e.g. Lake <br /> McCarron's area), Member Grefenberg noted the numerous language barriers, <br /> creating a challenge and need for planning and defining how best to reach them <br /> and their leaders, with the first step in identifying those leaders. <br /> Councilmember Johnson noted the same challenges before the Parks and Recre- <br /> ation Commission eight (8) years ago, and still remaining undone or unengaged; <br /> and suggested that there must be a way to do this better. Councilmember John- <br /> son noted the wonderful example displayed by the Hmong and Karen communi- <br /> ties and their traditions of meeting weekly to play together; and questioned if <br /> there was a way to tap into that festive opportunity with intergenerational fami- <br /> lies, through introduction and finding a chemistry and type of people who can <br /> pull off that effort. <br /> Member Gardella concurred, noting that this is a great example of how and <br /> when those relationships and foundations could begin. <br /> Member Lewis noted this was also addressed in Item 8 (Foster and support vi- <br /> brant neighborhoods), and could easily be adapted, perhaps modifying existing <br /> societies, but providing neighborhood standards and allowing access to leaders <br /> for those groups. <br /> Item 3: Engage Roseville renters and non-single family homeowners <br />
