HRA Meeting <br />Minutes Tuesday, August 21, 2012 <br />Page 6 <br /> <br />1 <br />Ms. Kelsey noted that Ms. French had served on the original task force some time ago, with <br />2 <br />that task force seeking input from property owners and adjacent neighbors through public <br />3 <br />notice; and led by Barbara Raye and including six (6) neighborhood meetings, as well as other <br />4 <br />meetings of the HRA Board. Ms. Kelsey noted others included involved in the process <br />5 <br />included members of the HRA Board, Councilmember(s), Police and Fire Department <br />6 <br />representatives, property owners, adjacent neighbors to multi-family rentals, and college <br />7 <br />representatives. Ms. Kelsey noted that, at that time, most issues were related to single-family <br />8 <br />rentals, specifically as they were becoming more prevalent as rentals for college students. Ms. <br />9 <br />Kelsey noted that the process had been done six (6) years ago, and suggested that it would <br />10 <br />serve the HRA and community well as the issue moved forward. <br />11 <br /> <br />12 <br />Member Masche concurred, noting the need for additional outreach to generate interest, and <br />13 <br />use opportunities as presented. <br />14 <br /> <br />15 <br />Chair Maschka noted that this was an obvious step in the process, and as it evolved, it would <br />16 <br />receive significant interest throughout the community. <br />17 <br /> <br />18 <br />Ms. French noted that while meetings, training and education, all addressed in the report and <br />19 <br />20 <br />for landlords to become certified as a fundamental of property management. Ms. French <br />21 <br />suggested they may receive a discounted fee once they achieved such certification (e.g. <br />22 <br />certification course providing an overview of property management) and offered the services <br />23 <br />of the Minnesota Multi-Family Housing Agency to assist in those efforts. <br />24 <br /> <br />25 <br />Ms. Kelsey noted that it was included in the report, but related to re-inspections and reduction <br />26 <br />of fees when they were crime-free or involved in education, similar to continuing education <br />27 <br />efforts as previously discussed by the HRA. Ms. Kelsey noted that those were the details and <br />28 <br />criteria needing to be drafted by staff; with the report laying out various options to achieve <br />29 <br />compliance. <br />30 <br /> <br />31 <br />Member Masche questioned if this included unintentional landlords for single-family and/or <br />32 <br />townhome properties; with Ms. French responding affirmatively, referring to them as <br />33 <br />34 <br />down into more refined modules to provide more specific information. <br />35 <br /> <br />36 <br />At the request of Chair Maschka, Ms. Kelsey discussed how staff was attaining data to <br />37 <br />determine which apartments were professionally managed or owner-managed; with the Police <br />38 <br />Department having developed a database of contacts. Ms. Kelsey <br />39 <br />knowledge, they were aware of only one (1) rental property in Roseville that had no owner <br />40 <br />representation in the metropolitan area or in the State of MN. <br />41 <br /> <br />42 <br />At the request of Chair Maschka, Ms. French reviewed the number of rental units being built in <br />43 <br />the metropolitan area, estimated at 14,000 units, the largest in a decade; with 3,000 projected <br />44 <br />for delivery by the end of 2013, and the others depending on whether financing and <br />45 <br />construction costs were defined. Ms. French noted that these rentals, particularly in the north <br />46 <br />loop, were very centralized and were being built around transportation hubs. Ms. French <br />47 <br />further noted that most new units were rental versus condominiums based on the current <br />48 <br />market place, with more high-end units being built from a cost perspective, and bringing a <br />49 <br />different niche market into play. <br />50 <br /> <br />51 <br />Chair Maschka noted his personal amazement in the housing currently being built around the <br />52 <br />light rail project even though not yet complete. <br />53 <br /> <br />54 <br />Ms. French noted that a number of properties were being bought on speculation; but opined <br />55 <br /> <br />
