HRA Meeting <br />Minutes Tuesday, August 21, 2012 <br />Page 8 <br /> <br />1 <br />interest carrying costs; and not require stipulations allowing the HRA options to remain open <br />2 <br />as this property was partially zoned HDR. Ms. Kelsey advised that staff intended to return <br />3 <br />next month to the HRA, following their due diligence, for additional discussion on the <br />4 <br />process to pursue, whether to proceed with a Request for Proposals (RFP) or to take advantage <br />5 <br />of the annual U of MN AIA program for design charettes, or other options. Ms. Kelsey <br />6 <br />advised that staff intended to send a letter to neighbors within 500 feet of the property alerting <br />7 <br />ll as providing additional <br />8 <br />information to keep the neighborhood engaged in the process as it moved forward. <br />9 <br /> <br />10 <br />11 <br />allowed ultimate flexibility and an opportunity for the HRA to do something credible; in <br />12 <br /> <br />13 <br /> <br />14 <br />Motion: Member Lee moved, seconded by Member Elkins to approve the negotiated <br />15 <br />Purchase Agreement for the 2325 Dale Street and four (4) single-family lots on Cope; and <br />16 <br />authorizing the HRA Executive Director and Board Chair to enter into the agreement, in <br />17 <br />an amount not to exceed $638,000. <br />18 <br /> <br />19 <br />Ayes: 5 <br />20 <br />Nays: 0 <br />21 <br />Motion carried. <br />22 <br /> <br />23 <br />10. Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />24 <br /> <br />25 <br />a. Discussion of the Joint Meeting with the City Council on July 23, 2012 <br />26 <br />At the request of Executive Director Trudgeon for comment on the joint meeting, Member <br />27 <br />Willmus opined that both bodies needed to be at the table, with the City Council off the dais <br />28 <br />for future work sessions to be more conducive to conversation. <br />29 <br /> <br />30 <br />b. 2335 Dale Fire Station Neighborhood Notice <br />31 <br />Chair Maschka well- <br />32 <br />informed and involved throughout the process. <br />33 <br /> <br />34 <br />c. Foreclosure Map <br />35 <br />Mr. Trudgeon noted staff had developed good working relationships with banks and property <br />36 <br />managers. Foreclosure statistics over those last four (4) years, based on Ramsey County <br />37 <br />Sheriff Sale information are as follows. <br />38 <br /> <br />39 <br />January 1 through August 15 (annually) <br />40 <br />2012 = 34 foreclosures <br />41 <br />2011 = 52 <br />42 <br />2010 = 46 <br />43 <br />2009 = 44 <br />44 <br /> <br />45 <br />Discussion included current trends indicated by realtors of increased bidding closer to actual <br />46 <br />market value, depending on conditions of the homes. <br />47 <br /> <br />48 <br />d. Good Samaritan Home Update <br />49 <br />Mr. Trudgeon noted that this was the parcel adjacent to the TCF Bank on County Road B, <br />50 <br />where the former Good Samaritan Home had been demolished. <br />51 <br /> <br />52 <br />Ms. Kelsey updated that HRA Board on this property, with their recent completion of a more <br />53 <br />detailed, site-specific market study beyond the overall market study completed previously; <br />54 <br />with the study supporting financial feasibility for rentals or affordable housing for seniors. <br />55 <br />Since the study had just been completed, Ms. Kelsey advised that the firm was now running <br /> <br />
