<br />REQUEST FOR COUNCIL ACTION <br /> Date: 12/10/12 <br /> Item No.: 12.b <br />Department Approval City Manager Approval <br /> <br />Item Description: Consider the 2013 Utility Rate Adjustments <br /> <br />Page 1 of 13 <br />B ACKGROUND 1 <br />At the December 3, 2012 City Council meeting, the Council discussed the 2013 utility rate adjustments that 2 <br />had been submitted for consideration by City Staff and the Public Works, Environment, and Transportation 3 <br />Commission. After some discussion, the Council tabled the discussion and directed Staff to bring forth 4 <br />revised utility rates that included a reduced rate for curbside recycling pickup; and a water consumption 5 <br />rate structure that was either consistent with the current structure, or simplified to include only one 6 <br />consumption rate per customer category. 7 <br /> 8 <br />The information contained in Schedule A of the attach ed Resolution has been modified from the previous 9 <br />Staff Report included in the December 3, 2012 Council pack et. It now includes the revised rates based on 10 <br />the directives provided by the Council last week. Th e section ‘Rate Impacts fo r 2013’ beginning on page 6 11 <br />has also been modified. 12 <br /> 13 <br />It should be noted that in the event the City Counc il decides to eliminate the tiered, conservation-based 14 <br />water rate structure; that action must be accompanie d by requests for approval with various State regulatory 15 <br />agencies that have oversight over municipal water se rvice providers. Given Staff’s uncertainty on this 16 <br />process, it may be prudent to simply affirm the stat us quo of the City’s water rate structure for 2013 and 17 <br />look at the broader implications of reverting back to a single consumption rate in 2014. 18 <br /> 19 <br />The remainder of this Staff Report contains the sa me content as the one included in the December 3, 2012 20 <br />Council packet. 21 <br /> 22 <br />Over the past several months, City Staff has been reviewing the City’s utilities operations to determine 23 <br />whether customer rate adjustments are necessary for 2013. The analysis included a review of the City’s 24 <br />water, sanitary sewer, storm drainage, and solid waste recycling operations. It also incorporates the 25 <br />recommendations provided by the Council-appointed Capita l Improvement Plan (CIP) Task Force, and the 26 <br />Public Works, Environment, and Transportation Commission (PWET). 27 <br /> 28 <br />29
