<br />REQUEST FOR COUNCIL ACTION <br /> Date : 12 -10 -12 <br /> Item No.: <br />Department Approval City Manager Approval <br />PT/DM <br />Item Description: Community Development Department Request to Issue a Ramsey County <br />Court Citation fo r Unresolved Violations of Roseville’s City Code at 1927 <br />Rosedale Drive. <br />Page 1 of 2 <br />B ACKGROUND 1 <br />• The property is a rental single family home. 2 <br />• The current owner s are Charles Daws, 5125 Pineview Lane N, Plymouth, MN 55442; and 3 <br />Michael Haus, 2217 Liberty Lane, Eagan, MN 55122, who do not live at the property . 4 <br />• Current violations include: 5 <br />o Outsi de storage of windows, table stand, rotten wood, wire mesh, gutters and 6 <br />downspouts, concrete rubble and bricks, wooden pallet, flat stones, PVC piping, 7 <br />improperly stored firewood (violation of City Code Sections 407.02.D, 407.03.H, 8 <br />407.03.G, and 407.02 .M.2). 9 <br />o Peeling paint on garage door (violation of City Code Section 906.05.C). 10 <br /> 11 <br />• This complaint was initiated from neighbors. 12 <br />• A status update, including pictures, will be provided at the Council hearing. 13 <br />P OLICY O BJECTIVE 14 <br />• Property maintenance through Cit y abatement activities is a key tool to preserving high -quality 15 <br />residential neighborhoods. Both Imagine Roseville 2025 and the City’s 2030 Comprehensive 16 <br />Plan support property maintenance as a means by which to achieve neighborhood stability. The 17 <br />Housing se ction of Imagine Roseville suggests that the City “implement programs to ensure safe 18 <br />and well -maintained properties.” In addition, the Land Use chapter (Chapter 3) and the Housing 19 <br />and Neighborhoods chapter (Chapter 6) of the Comprehensive Plan support the City’s efforts to 20 <br />maintain livability of the City’s residential neighborhoods with specific policies related to 21 <br />property maintenance and code compliance. Policy 6.1 of Chapter 3 states that the City should 22 <br />promote maintenance and reinvestment in housing an d Policy 2.6 of Chapter 6 guides the City to 23 <br />use code -compliance activities as one method to prevent neighborhood decline. 24 <br /> 25 <br />F INANCIAL I MPACTS 26 <br />• The City Code violation s at 1927 Rosedale Drive could negatively impact the property values of 27 <br />the surrounding pr operties. 28
