The expansion of the day care facility as proposed will be compatible with <br />contiguous properties, provided the exterior of the building is modified to tie the two <br />buildings together architecturally in accordance with the City's design standards. <br /> <br />4. The expansion of the day care facility as proposed will not have an adverse impact <br />on the market value of contiguous properties. <br /> <br />5. The expansion of the day care facility as proposed will not have an adverse impact <br />on the general public health, safety and welfare. <br /> <br />6. The expansion of the day care facility as proposed is consistent with the City of <br />Roseville's Comprehensive Plan and Title 10 of the City Code (Zoning), including <br />the City's design standards (if the exterior of the building is modified to tie the two <br />buildings together architecturally). <br /> <br />NOW, THEREFORE BE IT RESOLVED by the City Council (the "Council") of the City of <br />Roseville, Minnesota (the "City"), Ramsey County, Minnesota, that an amended conditional <br />use permit is hereby granted to allow for the expansion of a day care facility at 1875 <br />Perimeter Drive (Miniapple International Montessori), subject to the following conditions: <br /> <br />1. The site must be developed in accordance with the site plan submitted and <br />approved in conjunction with the request for an amended conditional use permit. <br />Minor variations from the approved site plan may be approved by the City's <br />Development Review Committee, under the direction of the Community <br />Development Director; however, any substantial departures from the approved site <br />plan will require an amendment to the conditional use permit. <br /> <br />2. The exterior elevations of the building must be modified to tie the existing building <br />and the addition together architecturally, as approved by the City's Community <br />Development Director. While it is not necessary to extend the architecturally dated <br />shingle mansard roof facade, the exterior finish of the addition must conform to the <br />general appearance (scale and proportion) of the existing building; however, <br />painted brick will not be allowed on the addition. <br /> <br />3. Final grading and utility plans must be reviewed and approved by the Public Works <br />Director. The applicant must also comply with any Rice Creek Watershed District <br />permit requirements prior to requesting a building permit. <br /> <br />4. Site development and operation of the day care facility must comply with the <br />applicable requirements of the City Code, including Chapter 1010 (Design Standard <br />Regulations ). <br /> <br />5. Sidewalk shall be installed along the front of the property, at the applicant's <br />expense, in conjunction with site development as required by Section 1012.07 of <br />the City Code. In lieu of installing this sidewalk along Perimeter Drive, the applicant <br />may make a payment in lieu of sidewalk construction prior to issuance of a building <br />permit for the addition, in an amount equal to $15 per linear foot.
