Call to Order <br />1 <br />Chair Boerigter called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:42 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introduction <br />4 <br />At the request of Chair Boerigter, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br /> Chair Boerigter; Vice Chair John Gisselquist; and Members Peter <br />6 <br />Strohmeier; Gerald (Jim) Olsen; Jeff Lester; Shannon Cunningham; and <br />7 <br />Michael Boguszewski <br />8 <br />Staff Present: <br /> City Planner Thomas Paschke and Associate Planner Bryan Lloyd. <br />9 <br />3. Review of Minutes <br />10 <br />MOTION <br />11 <br />Member Gisselquist moved, seconded by Member Boerigter to approve regular meeting <br />12 <br />minutes of April 4, 2012 as presented. <br />13 <br />Ayes: 6 <br />14 <br />Nays: 0 <br />15 <br />Abstentions: 1 (Boguszewski) <br />16 <br />Motion carried. <br />17 <br />4. Communications and Recognitions <br />18 <br />a. From the Public (Public Comment on items not on the agenda) <br />19 <br />No one appeared to speak at this time. <br />20 <br />b. From the Commission or Staff <br />21 <br />City Planner Thomas Paschke advised that an additional discussion item at the end of <br />22 <br />the meeting should be provided to discuss topics for the upcoming joint meeting of the <br />23 <br />Planning Commission and City Council. <br />24 <br />5. Public Hearings <br />25 <br />a. PLANNING FILE 12-007 <br />26 <br />Request by Kevin Miller for approval of a partial SEWER EASEMENT VACATION at <br />27 <br />1770 Chatsworth Street <br />28 <br />Chair Boerigter opened the Public Hearing for File 12-007 at approximately 6:45 p.m. <br />29 <br />Associate Planner Bryan Lloyd briefly summarized the request to vacate the existing <br />30 <br />sewer easement that crosses his parcel in order to rebuild a garage that would extend to <br />31 <br />the five foot (5’) setback line except that the easement is presently in the way. <br />32 <br />Mr. Lloyd, from a historical perspective, advised that when lots platted in 1940’s, sewer <br />33 <br />easement platted along subject and adjacent neighbor fronting on Victoria Street. Mr. <br />34 <br />Lloyd advised that since then, no sewer infrastructure had been installed, and there was <br />35 <br />no known intent by the City to use it for that purpose. Mr. Lloyd noted that, in such a <br />36 <br />case, adjoining property owners can request vacation and the easement would become <br />37 <br />additional, usable space for that property owner. <br />38 <br />Mr. Lloyd advised that the City’s Public Works Department recommends APPROVAL of <br />39 <br />the proposed EASEMENT VACATION, as detailed in Section 7 of the Request for <br />40 <br />Planning Commission Action dated May 2, 2012. <br />41 <br /> <br />
