Call to Order <br />1 <br />Vice Chair Gisselquist called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:33 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introduction <br />4 <br />At the request of Vice Chair Gisselquist, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br /> Vice Chair John Gisselquist; and Members Gerald (Jim) Olsen; Peter <br />6 <br />Strohmeier; Jeff Lester; Shannon Cunningham; and Michael <br />7 <br />Boguszewski <br />8 <br />Members Excused: <br />Chair Daniel Boerigter <br />9 <br />Staff Present: <br /> City Planner Thomas Paschke and Associate Planner Bryan Lloyd. <br />10 <br />3. Review of Minutes <br />11 <br />MOTION <br />12 <br />Member Olsen moved, seconded by Member Cunningham to approve regular meeting <br />13 <br />minutes of May 2, 2012 as amended. <br />14 <br />Corrections: <br />15 <br />Page 4, Lines 159-162 (Boguszewski) <br />16 <br />Attribute comments to Member Cunningham rather than Member Boguszewski. <br />17 <br />Ayes: 6 <br />18 <br />Nays: 0 <br />19 <br />Motion carried. <br />20 <br />4. PLANNING FILE 12-008 <br />27 <br />Request by Lincoln Drive Properties, LLC, for approval of a zoning text amendment <br />28 <br />which would allow academic instruction as a use in commercial zoning districts <br />29 <br />Vice Chair Gisselquist opened the Public Hearing for File 12-008 at approximately 6:37 <br />30 <br />p.m. <br />31 <br />Associate Planner Bryan Lloyd briefly summarized the request for a ZONING TEXT <br />32 <br />CHANGE to allow academic classes to be taught in office settings in addition to more <br />33 <br />traditional campus settings; as detailed in the Request for Planning Commission Action <br />34 <br />dated June 2, 2012. <br />35 <br />Staff recommended approval of the proposed ZONING TEXT CHANGE to Chapters 1001 <br />36 <br />(Introduction), Chapter 1005 (Commercial and Mixed Use Districts), Chapter 1006 <br />37 <br />(Employment Districts), 1007 (Institutional District), Chapter 1009 (Procedures), and <br />38 <br />Chapter 1011 (Property Performance Standards) as detailed in Section 7 of the staff <br />39 <br />report (Attachment A) to facilitate such office-based classes as a use versus other <br />40 <br />educational facilities. <br />41 <br />At the request of Member Boguszewski, Mr. Lloyd reviewed distinctions between uses <br />42 <br />allowed and those prohibited under current text, explaining that a college’s administrative <br />43 <br />office functions (e.g., bursar) would be allowed because of its essential office nature even <br />44 <br />though the office may be owned by or operated for an institutional, college entity. <br />45 <br /> <br />
