Planning Commission Regular Meeting City Council Chambers, 2660 Civic Center Drive Minutes - Wednesday, June 6, 2012 1. Call to Order 1 Vice Chair Gisselquist called to order the regular meeting of the Planning Commission meeting at 2 approximately 6:33 p.m. and reviewed the role and purpose of the Planning Commission. 3 2. Roll Call & Introduction 4 At the request of Vice Chair Gisselquist, City Planner Thomas Paschke called the Roll. 5 Members Present: Vice Chair John Gisselquist; and Members Gerald (Jim) Olsen; Peter 6 Strohmeier; Jeff Lester; Shannon Cunningham; and Michael 7 Boguszewski 8 Members Excused: Chair Daniel Boerigter 9 Staff Present: City Planner Thomas Paschke and Associate Planner Bryan Lloyd. 10 3. Review of Minutes 11 MOTION 12 Member Olsen moved, seconded by Member Cunningham to approve regular meeting 13 minutes of May 2, 2012 as amended. 14 Corrections: 15 Page 4, Lines 159-162 (Boguszewski) 16 Attribute comments to Member Cunningham rather than Member Boguszewski. 17 Ayes: 6 18 Nays: 0 19 Motion carried. 20 4. Public Hearings 26 b. PLANNING FILE 12-008 27 Request by Lincoln Drive Properties, LLC, for approval of a zoning text amendment 28 which would allow academic instruction as a use in commercial zoning districts 29 Vice Chair Gisselquist opened the Public Hearing for File 12-008 at approximately 6:37 30 p.m. 31 Associate Planner Bryan Lloyd briefly summarized the request for a ZONING TEXT 32 CHANGE to allow academic classes to be taught in office settings in addition to more 33 traditional campus settings; as detailed in the Request for Planning Commission Action 34 dated June 2, 2012. 35 Staff recommended approval of the proposed ZONING TEXT CHANGE to Chapters 1001 36 (Introduction), Chapter 1005 (Commercial and Mixed Use Districts), Chapter 1006 37 (Employment Districts), 1007 (Institutional District), Chapter 1009 (Procedures), and 38 Chapter 1011 (Property Performance Standards) as detailed in Section 7 of the staff 39 report (Attachment A) to facilitate such office-based classes as a use versus other 40 educational facilities. 41 At the request of Member Boguszewski, Mr. Lloyd reviewed distinctions between uses 42 allowed and those prohibited under current text, explaining that a college’s administrative 43 office functions (e.g., bursar) would be allowed because of its essential office nature even 44 though the office may be owned by or operated for an institutional, college entity. 45
