Planning Commission Regular Meeting City Council Chambers, 2660 Civic Center Drive Minutes - Wednesday, July11, 2012 1. Call to Order 1 Chair Boerigter called to order the regular meeting of the Planning Commission meeting at 2 approximately 6:32 p.m. and reviewed the role and purpose of the Planning Commission. 3 A letter from the City Attorney’s office addressed to the City Manager dated July 11, 2012, and 4 entitled “Planning Commission Review and Recommendation to the Board of Adjustments and 5 Appeals Regarding an Appeal of a Community Development Department Administrative Decision” 6 was provided as a bench handout, attached hereto and made a part hereof. The letter reminded 7 Commissioners to disclose the existence of any significant personal or professional relationships – 8 whether perceived or actual – between individual Commissioners and any party having official 9 business before the body, at which time he body can determine whether or not recusal of that 10 individual member from the proceedings is appropriate. 11 2. Roll Call & Introduction 12 At the request of Chair Boerigter, City Planner Thomas Paschke called the Roll. 13 Members Present: Chair Daniel Boerigter; and Members Jeff Lester; Michael Boguszewski; 14 Shannon Cunningham; Gerald (Jim) Olsen; and Peter Strohmeier; 15 Members Excused: Member John Gisselquist 16 Staff Present: Community Development Director Patrick Trudgeon; City Planner 17 Thomas Paschke; and Associate Planner Bryan Lloyd 18 3. Review of Minutes 19 MOTION 20 Member Olsen moved, seconded by Member Boguszewski to approve regular meeting 21 minutes of June 6, 2012 as presented. 22 Ayes: 6 23 Nays: 0 24 Motion carried. 25 4. Communications and Recognitions: 26 a. From the Public (Public Comment on items not on the agenda) 27 No one appeared to speak at this time. 28 b. From the Commission or Staff 29 Chair Boerigter, with consensus of the body, advised that at the request of staff, the 30 agenda would be amended to first hear the appeals outlined in Item 6 entitled, “Other 31 Business.” 32 5. OTHER BUSINESS 34 Review appeals from Karen Schaffer and from Solidarity of West Area Roseville Neighbors 35 regarding City Staff’s Administrative Decision that Wal-Mart is a permitted use under the 36 Zoning Code for the Property located along County Road C between Prior and Cleveland 37 Avenues; and make a recommendation for the Board of Adjustments and Appeals about 38 whether the Administrative Decision should be supported or rejected. 39 At the request of Chair Boerigter, City Planner Paschke provided an overview of the process for 40 the Planning Commission’s review of the appeals to an administrative decision by the Community 41 Development staff. 42 Chair Boerigter opened the meeting for the appellants to speak at approximately 6:38 p.m. Chair 43 Boerigter clarified that this was not a formal Public Hearing; and reviewed the protocol under 44
