<br />Planning Commission Regular Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, July11, 2012 <br />1. Call to Order <br />1 <br />Chair Boerigter called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:32 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />A letter from the City Attorney’s office addressed to the City Manager dated July 11, 2012, and <br />4 <br />entitled “Planning Commission Review and Recommendation to the Board of Adjustments and <br />5 <br />Appeals Regarding an Appeal of a Community Development Department Administrative Decision” <br />6 <br />was provided as a bench handout, attached hereto and made a part hereof. The letter reminded <br />7 <br />Commissioners to disclose the existence of any significant personal or professional relationships – <br />8 <br />whether perceived or actual – between individual Commissioners and any party having official <br />9 <br />business before the body, at which time he body can determine whether or not recusal of that <br />10 <br />individual member from the proceedings is appropriate. <br />11 <br />2. Roll Call & Introduction <br />12 <br />At the request of Chair Boerigter, City Planner Thomas Paschke called the Roll. <br />13 <br />Members Present: <br /> Chair Daniel Boerigter; and Members Jeff Lester; Michael Boguszewski; <br />14 <br />Shannon Cunningham; Gerald (Jim) Olsen; and Peter Strohmeier; <br />15 <br />Members Excused: <br />Member John Gisselquist <br />16 <br />Staff Present: <br /> Community Development Director Patrick Trudgeon; City Planner <br />17 <br />Thomas Paschke; and Associate Planner Bryan Lloyd <br />18 <br />3. Review of Minutes <br />19 <br />MOTION <br />20 <br />Member Olsen moved, seconded by Member Boguszewski to approve regular meeting <br />21 <br />minutes of June 6, 2012 as presented. <br />22 <br />Ayes: 6 <br />23 <br />Nays: 0 <br />24 <br />Motion carried. <br />25 <br />4. Communications and Recognitions: <br />26 <br />a. From the Public (Public Comment on items not on the agenda) <br />27 <br />No one appeared to speak at this time. <br />28 <br />b. From the Commission or Staff <br />29 <br />Chair Boerigter, with consensus of the body, advised that at the request of staff, the <br />30 <br />agenda would be amended to first hear the appeals outlined in Item 6 entitled, “Other <br />31 <br />Business.” <br />32 <br />5. [moved to the end of the agenda] <br />33 <br />6. OTHER BUSINESS <br />34 <br />Review appeals from Karen Schaffer and from Solidarity of West Area Roseville Neighbors <br />35 <br />regarding City Staff’s Administrative Decision that Wal-Mart is a permitted use under the <br />36 <br />Zoning Code for the Property located along County Road C between Prior and Cleveland <br />37 <br />Avenues; and make a recommendation for the Board of Adjustments and Appeals about <br />38 <br />whether the Administrative Decision should be supported or rejected. <br />39 <br />At the request of Chair Boerigter, City Planner Paschke provided an overview of the process for <br />40 <br />the Planning Commission’s review of the appeals to an administrative decision by the Community <br />41 <br />Development staff. <br />42 <br />Chair Boerigter opened the meeting for the appellants to speak at approximately 6:38 p.m. Chair <br />43 <br />Boerigter clarified that this was not a formal Public Hearing; and reviewed the protocol under <br />44 <br /> <br />
