Planning Commission Regular Meeting City Council Chambers, 2660 Civic Center Drive Minutes - Wednesday, August 1, 2012 1. Call to Order 1 Vice Chair Gisselquist called to order the regular meeting of the Planning Commission meeting at 2 approximately 6:34 p.m. and reviewed the role and purpose of the Planning Commission. 3 2. Roll Call & Introduction 4 At the request of Vice Chair Gisselquist, City Planner Thomas Paschke called the Roll. 5 Members Present: Vice Chair John Gisselquist; and Members Gerald (Jim) Olsen; Peter 6 Strohmeier; Jeff Lester; Shannon Cunningham; and Michael 7 Boguszewski 8 Members Excused: Chair Daniel Boerigter 9 Staff Present: City Planner Thomas Paschke and Associate Planner Bryan Lloyd. 10 3. Review of Minutes 11 Corrections: 12 Page 2, Lines 73-74 (Olsen) 13 Member Olsen questioned the term “disputed” related to the comments of Ms. Shaffer and the 14 wording of the vision of the Comprehensive Plan and whether it was being met or not being met; 15 asking that staff review that paragraph for accuracy and intent 16 Page 12, Line 612 (Olsen) 17 Member Olsen noted the error in the date of staff’s analysis should be corrected to read June 21, 18 2012. 19 Page 5, Lines 229-240 (Olsen) 20 Member Olsen expressed concerns with the strong statements included in the public record of 21 the meeting related to charges mentioned by Mr. Grefenberg regarding staff and/or Planning 22 Commissioner corruption. As a new member of the Commission, Member Olsen was not clear if 23 this was the intent, if the allegations were those of Mr. Grefenberg, or if he was referencing the 24 comments of others in relationship to the project and appellant’s appeal. Member Olsen asked 25 fellow commissioners if it would be appropriate for staff to either chat with Mr. Grefenberg to 26 determine his actual intent, or to review the meeting via DVD. Member Olsen noted that the 27 meeting minutes, if adopted tonight, became the permanent record of the meeting, and 28 questioned if future readers of those minutes may misconstrue the meeting record, and wonder if 29 there was actually a corruption issue at City Hall or among current Planning Commissioners. Mr. 30 Olsen wanted, at a minimum, staff to check into those allegations to ensure their accuracy in the 31 record. 32 Member Cunningham stated that she had taken Mr. Grefenberg’s comments to mean that he was 33 not making the statement, but had heard such comments from other members of the public. 34 However, in an attempt to not get into further semantics, Member Cunningham opined that she 35 had not construed that as Mr. Grefenberg’s intent. 36 Member Strohmeier concurred with Member Cunningham’s recollection and interpretation; and 37 noted Mr. Grefenberg’s comments that he and members of the Planning Commission and City 38 Council were friends. 39 Member Olsen reiterated his request that the substance of the comments be examined for 40 accuracy, since transparency was vital, especially in a public record; and this would alleviate any 41 concerns rather than speculating on Mr. Grefenberg’s intent. 42 Member Boguszewski suggested that, further consideration may be indicated for a review by the 43 City’s Ethics Commission and allegations against this body and/or staff in an effort to clear the air 44 and remove any future misconceptions. 45 Vice Chair Gisselquist noted Community Development Director Patrick Trudgeon, at a 46 subsequent City Council meeting and in response to those comments, defending staff.
