<br />Planning Commission Regular Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, August 1, 2012 <br />1. Call to Order <br />1 <br />Vice Chair Gisselquist called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:34 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introduction <br />4 <br />At the request of Vice Chair Gisselquist, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br /> Vice Chair John Gisselquist; and Members Gerald (Jim) Olsen; Peter <br />6 <br />Strohmeier; Jeff Lester; Shannon Cunningham; and Michael <br />7 <br />Boguszewski <br />8 <br />Members Excused: <br />Chair Daniel Boerigter <br />9 <br />Staff Present: <br /> City Planner Thomas Paschke and Associate Planner Bryan Lloyd. <br />10 <br />3. Review of Minutes <br />11 <br />Corrections: <br />12 <br />Page 2, Lines 73-74 (Olsen) <br />13 <br />Member Olsen questioned the term “disputed” related to the comments of Ms. Shaffer and the <br />14 <br />wording of the vision of the Comprehensive Plan and whether it was being met or not being met; <br />15 <br />asking that staff review that paragraph for accuracy and intent <br />16 <br />Page 12, Line 612 (Olsen) <br />17 <br />Member Olsen noted the error in the date of staff’s analysis should be corrected to read June 21, <br />18 <br />2012. <br />19 <br />Page 5, Lines 229-240 (Olsen) <br />20 <br />Member Olsen expressed concerns with the strong statements included in the public record of <br />21 <br />the meeting related to charges mentioned by Mr. Grefenberg regarding staff and/or Planning <br />22 <br />Commissioner corruption. As a new member of the Commission, Member Olsen was not clear if <br />23 <br />this was the intent, if the allegations were those of Mr. Grefenberg, or if he was referencing the <br />24 <br />comments of others in relationship to the project and appellant’s appeal. Member Olsen asked <br />25 <br />fellow commissioners if it would be appropriate for staff to either chat with Mr. Grefenberg to <br />26 <br />determine his actual intent, or to review the meeting via DVD. Member Olsen noted that the <br />27 <br />meeting minutes, if adopted tonight, became the permanent record of the meeting, and <br />28 <br />questioned if future readers of those minutes may misconstrue the meeting record, and wonder if <br />29 <br />there was actually a corruption issue at City Hall or among current Planning Commissioners. Mr. <br />30 <br />Olsen wanted, at a minimum, staff to check into those allegations to ensure their accuracy in the <br />31 <br />record. <br />32 <br />Member Cunningham stated that she had taken Mr. Grefenberg’s comments to mean that he was <br />33 <br />not making the statement, but had heard such comments from other members of the public. <br />34 <br />However, in an attempt to not get into further semantics, Member Cunningham opined that she <br />35 <br />had not construed that as Mr. Grefenberg’s intent. <br />36 <br />Member Strohmeier concurred with Member Cunningham’s recollection and interpretation; and <br />37 <br />noted Mr. Grefenberg’s comments that he and members of the Planning Commission and City <br />38 <br />Council were friends. <br />39 <br />Member Olsen reiterated his request that the substance of the comments be examined for <br />40 <br />accuracy, since transparency was vital, especially in a public record; and this would alleviate any <br />41 <br />concerns rather than speculating on Mr. Grefenberg’s intent. <br />42 <br />Member Boguszewski suggested that, further consideration may be indicated for a review by the <br />43 <br />City’s Ethics Commission and allegations against this body and/or staff in an effort to clear the air <br />44 <br />and remove any future misconceptions. <br />45 <br />Vice Chair Gisselquist noted Community Development Director Patrick Trudgeon, at a <br />46 <br />subsequent City Council meeting and in response to those comments, defending staff.
