Commission Business <br />208 <br />a. Presentation by City Engineer pertaining to the Comprehensive Surface Water <br />209 <br />Management Plan (CSWMP) – 2012 Update <br />210 <br />Ms. Bloom noted that the City of Roseville is required by State Statute and Rule to have a <br />211 <br />local water management plan, capital improvement program, and official controls as <br />212 <br />necessary to bring its local water management into conformance with the watershed <br />213 <br />district plans. Ms. Bloom advised that the City’s first CSWMP was adopted in 1990 and <br />214 <br />updated in 2003. Ms. Bloom advised that tonight’s presentation had two (2) goals: 1) to <br />215 <br />give the Commission a brief overview of the draft CSWMP and 2) to receive feedback <br />216 <br />from the Commission on the plan. <br />217 <br />Ms. Bloom noted that the City boundaries were within three (3) watersheds: Rice Creek, <br />218 <br />Capitol Region and Ramsey Washington Metro; with all three (3) of those organizations <br />219 <br />having recently updated their Plans. Ms. Bloom advised that the City was required to <br />220 <br />prepare amendments to its CSWMP within two (2) years of those updates. <br />221 <br />City Engineer Debra Bloom introduced Ron Leaf, Sr. Water Resources Engineer with S. <br />222 <br />E. H. who provided an overview of the process and schedule to-date and how that <br />223 <br />process will be completed. Mr. Leaf advised that the Draft Plan had been in development <br />224 <br />since April of 2012, and that the third draft of the plan had been distributed for Agency <br />225 <br />Review in mid-September of 2012, with the Metropolitan Council having a 45-day review <br />226 <br />period (11/2/12) and the Watershed Districts having a 60-day review period (11/17/12); <br />227 <br />followed by Ramsey County review and any agency revisions then addressed, followed <br />228 <br />by subsequent City Council adoption of the plan scheduled for December of 2012. <br />229 <br />Mr. Leaf advised that input to-date had been provided by the City’s Parks and Recreation <br />230 <br />Commission, extensive review by the City’s Public Works, Environment, and <br />231 <br />Transportation Commission (PWETC); and now the Planning Commission and ultimately <br />232 <br />the City Council. Mr. Leaf noted that a public Open House was also held during this <br />233 <br />process. <br />234 <br />Mr. Leaf reviewed the Purpose of the Plan to define goals and policies the City would <br />235 <br />follow for the Plan and supporting its vision, as well as meeting state and local regulatory <br />236 <br />requirements. Highlights of the Plan Content reviewed by Mr. Leaf included sustainability <br />237 <br />goals and policies; assessment issues/problem areas (e.g. flooding areas and impaired <br />238 <br />waters); future guidance by implementation and funding (e.g. ordinance updates; <br />239 <br />development standards; and maintenance of the storm system). <br />240 <br />Commission Input/Feedback <br />241 <br />Vice Chair Gisselquist noted advised that Commissioners had not received a copy of the <br />242 <br />document to review. <br />243 <br />Mr. Lloyd advised that, while he was attending a conference during packet preparation, it <br />244 <br />had been decided that, due to the document’s size – 200 plus pages – that it not be <br />245 <br /> <br />
