This would allow some flexibility to achieve the goal and <br /> retain a level consumer fee. <br /> Mayor Roe referenced (page 3 of 4 under Preliminary CIP Budget) the state- <br /> ment regarding items listed in the CIP or 2013 CIP not equated to the funding <br /> amount in the budget, or that set-aside versus expenditures. Mayor Roe sug- <br /> gested the budget include revenue averages on an annual basis as well as reflect- <br /> ing expenditures on an annual basis. <br /> Finance Director Miller noted that the City Council could do so; however, the <br /> budget would then experience huge fluctuations. Historically, Mr. Miller ad- <br /> vised that the City has shown averaged out expenditures, and while perhaps not <br /> clear in the documents, staff was not changing the City's practice, nor trying to <br /> count things twice. <br /> Mayor Roe advised that his concern was to have operating and capital budgets <br /> with an understanding that the operating budget is a balance of expenditures an- <br /> nually. While this may be the best way to address it, Mayor Roe sought clarifi- <br /> cation on what the expenditure line item in the budget was if an annual CIP <br /> amount was averaged. Mayor Roe advised that his intent was to ensure the <br /> budget adequately reflected and accounted for how best people could track it. <br /> Councilmember Willmus noted receipt of a bench handout from Recycling Co- <br /> ordinator Pratt entitled "Comparison: Total Residential Recycling — Curbside, <br /> Multi-Unit, and Municipally-Sponsored Drop-Off Sites and Clean-up Events: <br /> pounds of Recycling per Household per Year, 2011." Regarding those rates, <br /> Councilmember Willmus questioned the accuracy of current rates and future <br /> projected rates. <br /> City Manager Malinen advised that the intent in sharing this with the City <br /> Council was for that particular column as referenced by Councilmember <br /> Willmus, was to provide a comparison across Ramsey County with other recy- <br /> cling fees by municipalities as reflected, with Roseville still the lowest rate. <br /> Mayor Roe noted a consideration was needed to recognize that there may have <br /> been other changes in those other communities as well since 2011. <br /> Finance Director Miller, attempting to link one more item, noted that in 2012, <br /> Eureka charges were $2.58 for pick-up, and in 2013 were at $2.63 per month, or <br /> $7.89 per quarter. Mr. Miller noted that the City charged residents $6.20 per <br /> quarter, with the difference made up by revenue sharing and the SCORE grant. <br /> Mayor Roe thanked Mr. Miller for responses to tonight's discussion, and the <br /> materials as presented and detailed. <br />
