Roll Call <br /> Mayor Roe called to order the Roseville City Council regular meeting at approximately <br /> 6:00 p.m. and welcomed everyone. (Voting and Seating Order: McGehee; Pust; John- <br /> son; Willmus; and Roe). City Attorney Mark Gaughan was also present. <br /> 2. Approve Agenda <br /> Councilmember McGehee requested removal of Consent Items 7.d and 7.e respectively <br /> entitled "Fire Department & Allina Health Emergency Medical Services Medical Di- <br /> rection and Oversight Agreement," and "Consider Not Waiving Statutory Liability <br /> Limits for 2013." <br /> Willmus moved, McGehee seconded, approval of the agenda as amended. <br /> Roll Call <br /> Ayes: McGehee; Pust; Johnson; Willmus; and Roe. <br /> Nays: None. <br /> 3. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> a. Dick Houck, 1131 Roselawn Avenue <br /> Mr. Houck advised that he had been concerned for some time about something <br /> that should have been addressed by the City Council some time ago; and that <br /> was the City's requirement that an existing business in Roseville (North Subur- <br /> ban Ace Hardware Store) was required to buy an additional license to sell <br /> Christmas trees in his store. If he already had a license to sell merchandise, Mr. <br /> Houck opined that he should not be required to purchase an additional license, <br /> and such a requirement was nothing more than double taxation of a good busi- <br /> ness in the community. If others wanted to come in to Roseville to temporarily <br /> sell Christmas trees on a vacant lot, Mr. Houck opined that this was a different <br /> situation. However, Mr. Houck opined that this practice was not business- <br /> friendly, and the customer ended up paying for that double-hit on licensing; and <br /> he didn't think this was right for everyone in Roseville to have to pay for it. Mr. <br /> Houck strongly suggested that the City Council put this issue on a future agenda <br /> to correct the current ordinance and refund any businesses in Roseville that are <br /> being double-taxed, from a principle standpoint if nothing else. <br /> Mayor Roe asked City Manager Malinen to follow-up on this issue and report <br /> back to the City Council and public.
